Chapter 1 Competition Scheme for Rental of Facade and Business Premises of Guizhou Asirixi Cultural Tourism Investment Co., Ltd.

 

In order to ensure the preservation and appreciation of the value of state-owned assets, the company decided to conduct public bidding for the following facade and business premises.
Name of 1.1 Rent Competition: Facade and Business Place of Guizhou Asirixi Cultural Tourism Investment Co., Ltd.
Content of 1.2 rental competition:

1.3 Requirements for Rentors: If the competing renter is a natural person, he/she will attend the competition meeting with his/her original valid ID card and the voucher for paying the competition deposit; if the competing renter is a legal person or an individual industrial and commercial household, he/she will attend the competition meeting with the original valid ID card of the legal person, the original business license and the voucher for paying the competition deposit;
1.4 deposit payment: The bidder shall pay the bid bond before December 25, 2023; The amount is: 5000.00 yuan RMB.
1.5 rental competition time and place: 
1.5.1 Time of rent competition: 10:00 a.m. on December 26, 2023;
1.5.2 Place of Competition for Rent: Conference Room, 3rd Floor, North Building, Hezhang County Convention and Exhibition Center



 

Chapter 2 Notice on Rent Competition
 

     General 2.1
     2.1.1This "rental scheme" is only applicable to this rental competition by Guizhou Asirixi Cultural Tourism Investment Co., Ltd. in accordance with relevant regulations.
     2.1.2The bidder must abide by the relevant provisions, participate in the rental and perform the corresponding obligations and assume the corresponding responsibilities in accordance with the requirements of this "Rental Scheme.
     2.1.3The bidder must pay the deposit to Guizhou Asirisi Cultural Tourism Investment Co., Ltd. within the specified time. After the end of the lease competition meeting, the lease competition deposit of the uncompleted lease will be refunded without interest within 3 working days after the end of the meeting. After Guizhou Asirixi Cultural Tourism Investment Co., Ltd. signs the contract, the bid deposit of the bidder will be directly converted into rent and performance bond. The difference will be made up at the time of signing the contract. In case of any of the following circumstances, the deposit will not be refunded:
(1) The rent-competing person has violated the law, regulations or discipline in the rent-competing activities;
⑵ The lease competition meeting cannot be held normally due to the reasons of the tenant;
(3) The bidder leaves on his own after the start of the lease competition meeting;
(4) The bidder uses false information to participate in the bidding for rent or to seek a deal;
(5) The bidder fails to sign a contract with the bidder within the time limit due to its own reasons.







 

Chapter 3 Closing Principles and Discipline

3.1 Closing Principle
     3.1.1Each facade or business place shall be subject to the principle of open bidding, and the highest bidder shall be the bidder for the transaction. If no one signs up for the facade or business place, the auction shall be processed according to the flow. If there is only one applicant, the contract shall be signed directly according to the starting price.
     3.1.2If the first transaction person abandons the transaction, the bid deposit shall be confiscated and postponed to the second transaction person, and so on.
     3.1.3In this competitive lease, the competitive lease shall be suspended in any of the following circumstances:
(1) The occurrence of illegal or irregular acts that affect the fairness of rent competition;
(2) The task of competing for rent is canceled due to major changes.
     3.2 competition for rent discipline 
     3.2.1Rent competition shall strictly abide by the provisions of relevant laws, regulations and rules, and adhere to the principles of fairness, impartiality, merit and confidentiality.
     3.2.2The rental competition meeting is presided over by Guizhou Asirisi Cultural Tourism Investment Co., Ltd. and performs the following duties:
(1) Determine the bidder for the transaction;
(2) Report to the relevant departments illegal interference in the work of rent competition.
     Notice for 3.3 Venue
     3.3.1All participants should be present on time, take their seats and sign in, and obey the scheduling and arrangement of Guizhou Asirisi Cultural Tourism Investment Co., Ltd;
     3.3.2The venue must be kept quiet and orderly, not noisy, not walking in and out of the room, not free to enter;
     3.3.3Participants shall not whisper to each other, consult with each other, or impose their own views and opinions on others after they are seated;
     3.3.4Participants are prohibited from recording, answering or making phone calls in the venue. They need to answer or make phone calls outside the venue after obtaining permission.














 

Chapter 4 Rent Competition Procedures


     4.1All participants confirm their identities and take their seats at the designated positions.
     4.2The moderator announced the start of this rental competition meeting.
     4.3The host briefly introduced the basic situation of this competition and read out the discipline of the venue.
     4.4The host announces the list of participants.
     4.5Qualification examination (provide the original ID card of the competing tenant and the proof of the security deposit for the competing tenant).
     4.6 bidding principle 
The first round of quotation is based on the starting price of each facade or business premises, and is valid quotation equal to or higher than the starting price (invalid quotation is lower than the starting price). For facade and business premises with annual rental of less than 10000.00 yuan, the price increase for each round shall not be lower than 500.00 yuan, and the quotation lower than 500.00 yuan shall be invalid quotation. Evaluate the facade and business premises with annual rental above 10000.00 yuan, each round of price increases shall not be less than 1000.00 yuan. Quotations lower than 1000.00 yuan shall be invalid, and the person with the highest final quotation shall be determined as the contractor.
     4.7Determine the transaction person
     4.7.1The staff will hand over the final offer of the bidder to the moderator, and the representatives of the bidder and the bidder will sign for confirmation;
     4.7.2The moderator declared the meeting closed.
     4.8 Closing Notice
After the transaction bidder is determined, the company will issue the "Transaction Confirmation" to him in writing. After the end of this competition meeting, the transaction person will present the "Transaction Confirmation" and the "Bank Payment Recurrence" within three working days. Our company signs a lease contract with a contract period from January 1, 2024 to December 31, 2028. If the bidder waives the transaction qualification, Guizhou Asirixi Cultural Tourism Investment Co., Ltd. has the right to deduct its deposit and investigate the corresponding economic and legal liabilities.











 

Chapter 5 Main Conditions of Contract


     5.1The closing party shall deposit 10% of the rent and the lease deposit of the transaction confirmation amount to Guizhou Asirisi Cultural Tourism Investment Co., Ltd. and sign the contract within 3 working days after receiving the "Transaction Confirmation Letter". If the contract is not signed within the time limit, it shall be deemed as an automatic waiver. The deposit paid will not be returned, and the rental competition unit has the right to determine the final rental competition confirmatory according to the transaction price of the rental competition meeting from high to low. The contract signed by both parties must comply with the relevant laws and regulations.
     5.2The lease matters are agreed upon by both parties.
     5.3Matters not covered shall be negotiated by both parties and agreed in the terms of the contract.
