In accordance with the project’s construction requirements, we are now publicly soliciting bids from surveying firms for the Huzhang County Kela Township Designated Pig Slaughterhouse Construction Project.       I. Project Basic Information
1. Purchaser: Hezhang County Hengfeng Agricultural Industry Development (Group) Co., Ltd.
2. Project Name: Survey Project for the Designated Pig Slaughterhouse in Kele Township, Hezhang County
3. Scope of Procurement: Conduct geological investigation for the designated pig slaughterhouse construction project in Kelo Township, Hezhang County, involving the installation of 55 boreholes totaling approximately 1,470 meters, and complete the site investigation to produce a formal investigation report.
4. Procurement Budget: The total price shall not exceed RMB 170,000, and the unit price shall not exceed RMB 115 per meter.
5. Service Location: Kela Township, Hezhang County, Bijie City, Guizhou Province.
6. Term of Service: One month from the date the contract is signed and becomes effective.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities.
2. Qualification Requirements: The applicant must hold a Class-A professional qualification certificate for engineering investigation, with the qualification level not lower than this standard. The proposed project manager shall possess the practicing qualification of a Registered Civil Engineer (Geotechnical) and hold a senior or higher professional title in hydraulic‑environmental geology or geotechnical engineering. The technical director shall also hold the practicing qualification of a Registered Civil Engineer (Geotechnical) and possess an intermediate or higher professional title in hydraulic‑environmental geology or geotechnical engineering. All aforementioned personnel must provide their ID cards, professional title certificates, registration certificates, and social security payment records for July, August, and September 2026.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. All time periods referenced in this election are Beijing Time.
      IV. Campaign Information Disclosure
All important information for this procurement project, including the tender announcement and the public notice of award results, will be published exclusively on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). Responding parties are requested to check the website themselves; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it themselves.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on October 30, 2026, to 17:00 on November 3, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement, along with the identification cards, professional title certificates, and registration certificates of the proposed personnel, as well as proof of social security contributions for July, August, and September 2026.

(II) Submission of Response Documents
1. Submission deadline: Before 3:00 PM on November 4, 2026 (submissions received after the deadline will be rejected by the purchaser and the quotation will be deemed invalid).
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
    Note: Respondents who choose to submit their Response Documents by mail must ensure delivery to the Purchaser no later than 14:00 on November 4, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election time: November 4, 2026, 3:00 PM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: A single, sealed quotation shall be submitted. Respondents must bind the pre‑completed “Quotation Form” into the “Response Document” (ensuring it is properly sealed as required), and the bidding panel will open and review it on site.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The bidding panel will open the Response Documents on-site and rank the candidates in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied candidates will submit revised bids until a winning candidate is determined. Should the candidate ranked first voluntarily forfeit the contract, the second‑ and third‑ranked candidates will be sequentially invited to fill the vacancy.
