The year 2026 marks the inaugural year of the Ninth Five-Year Plan for Legal Education. To thoroughly study and implement Xi Jinping’s Thought on the Rule of Law and to earnestly carry out the legal education responsibility system—“who enforces the law, who promotes legal awareness; who manages, who promotes legal awareness; who provides services, who promotes legal awareness”—this Legal Education Responsibility List for 2026 has been specially formulated in light of actual work conditions.
      I. Content of Legal Education
1. Common legal education content: Xi Jinping’s Thought on the Rule of Law, the Constitution of the People’s Republic of China, the Civil Code of the People’s Republic of China, the Law of the People’s Republic of China on the Protection of Minors, the Law of the People’s Republic of China on Legal Education and Publicity, the Constitution of the Communist Party of China, the Code of Conduct for Clean Governance of the Communist Party of China, the Several Guidelines on Intra-Party Political Life under New Conditions, the Regulations on Disciplinary Measures of the Communist Party of China, and other internal Party regulations.
2. Customized legal education content: the Copyright Law of the People’s Republic of China, the Patent Law of the People’s Republic of China, the Trademark Law of the People’s Republic of China, the Measures for the Supervision and Administration of State‑Owned Asset Transactions, the Tourism Law of the People’s Republic of China, the Regulations on Travel Agencies, the Measures for the Administration of Tourism Safety, the Measures for the Administration of Liability Insurance for Travel Agencies, the Interim Measures for the Management of the Gratuitous Transfer of State‑Owned Equity, the Announcement of the State Taxation Administration on Issues Concerning the Administration of Enterprise Income Tax on the Transfer of Assets (Equity), the Regulations on the Protection of the Jiucaiping Scenic Area in Bijie City, and other relevant laws and regulations.

      III. Objectives of Legal Education
Promote the spirit of the rule of law, foster a culture of legal awareness, and cultivate legal consciousness, thereby encouraging all cadres and employees of the Group, as well as its service recipients, to learn the law, understand the law, abide by the law, and apply the law.
      IV. Work Plan
1. Enhance the rule-of-law awareness of the cadre team. Incorporate Xi Jinping’s Thought on the Rule of Law, the Constitution of the People’s Republic of China, the Civil Code of the People’s Republic of China, the Law of the People’s Republic of China on the Protection of Minors, the Law of the People’s Republic of China on Legal Education and Publicity, the Constitution of the Communist Party of China, the Code of Conduct for Integrity and Self-Discipline of the CPC, the Several Guidelines on Intra-Party Political Life under New Conditions, and the Regulations on Disciplinary Measures of the CPC into the study agendas of the Party Committee and all Party branches. Diligently implement the “Regulations on the Responsibilities of Principal Leaders of Party and Government Organs in Promoting the Construction of the Rule of Law,” and fully enforce the system for state functionaries to study and apply the law. Integrate legal reporting into the performance reports of leading cadres, and ensure that leading cadres participate in online learning and examinations on constitutional and legal knowledge. Strengthen publicity and outreach on relevant laws and regulations, including the Constitution of the People’s Republic of China, the Copyright Law of the People’s Republic of China, the Tourism Law of the People’s Republic of China, the Regulations on Travel Agencies, the Measures for the Administration of Tourism Safety, and the Measures for the Administration of Liability Insurance for Travel Agencies. 3.
