I. Basic Project Information
1. Purchaser: Guizhou Asilixi Elderly Care Service Co., Ltd.
2. Project Name: Nursing Labor Outsourcing Project for the Jiugushui Senior Care Building in Hezhang County
3. Scope of Services: The service provider shall strictly adhere to the purchaser’s requirements in delivering services including elderly care, daily assistance for seniors, personal care, organization of cultural and recreational activities, nursing skills training, and on-site day-to-day management.
4. Procurement budget: not exceeding RMB 488,500
5. Service Location: Jiugushui Hot Spring Tourism Resort, Liuquhe Town, Hezhang County
6. Service Period: 6 months.
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The respondent must be a legally registered corporate entity or other organization established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities.
2. Possess a good commercial reputation and a sound financial accounting system: Provide a 2025 annual financial audit report issued by a qualified third party, or a credit certificate issued by the primary bank account‑opening institution at any time between June 2026 and the registration deadline; alternatively, commit to maintaining a good commercial reputation and a sound financial accounting system.
3. A good record of lawful tax payment: Provide proof or documentation of lawful tax payment for any one month between June 2026 and the registration deadline. If no taxes have been paid, a zero‑tax‑return certificate must be submitted—i.e., a self‑printed, filed tax return generated through the enterprise’s online filing system. For entities exempt from tax under the law, a corresponding certificate issued by the tax authority in the supplier’s jurisdiction must be provided; alternatively, the supplier may submit a written commitment attesting to a good record of lawful tax payment.
4. A good record of legally paying social security contributions: Provide proof or documentation of lawful social security contributions for any one month between June 2026 and the registration deadline (with such proof or documentation bearing the official seal of the social security agency or the tax authority); if no social security contributions are required, submit a corresponding certificate issued by the social security agency in the supplier’s place of registration; or provide a written commitment attesting to a good record of lawful social security contributions.
5. Possess the equipment and specialized technical capabilities necessary to perform the contract, and provide a commitment demonstrating such capabilities.
6. Within the three years preceding participation in this bidding activity, there shall be no record of violations of laws or regulations in business operations: Provide a written statement confirming that, during the three years prior to participating in this bidding activity, neither the supplier nor its legal representative has incurred any significant legal violations (where “significant legal violations” refers to criminal penalties imposed on the bidder for unlawful business practices, or administrative penalties such as orders to suspend production or business operations, revocation of permits or licenses, or substantial fines).
7. The supplier must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record of Serious Illegal and Dishonest Conduct in Government Procurement.” If a supplier is found to be on any of these lists, its eligibility to respond shall be revoked, and it shall bear all legal liabilities and consequences arising therefrom.
      III. Other Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The supplier shall assume full responsibility for the recruitment, deployment, management, and employment security of personnel assigned to this project. All on‑staff employees shall enter into formal employment contracts with the supplier, thereby establishing a lawful employment relationship, and the supplier shall independently bear all obligations and liabilities as the employer.
3. The supplier shall bear all costs and expenses associated with this project, including base salaries, performance bonuses, overtime pay for weekends and statutory holidays, holiday allowances, social insurance contributions, personal accident insurance premiums, personal protective equipment expenses, personnel training costs, administrative overhead, taxes and levies, as well as miscellaneous on-site operating expenses. The purchaser shall not be required to make any additional payments.
4. The supplier shall establish a comprehensive personnel management system, a clear job‑responsibility framework, a performance‑evaluation system, and an occupational safety and health management system; standardize employment procedures; and, in accordance with applicable laws and regulations, fulfill all obligations related to hiring, employee protection, and workforce management, assuming full legal liability and bearing all economic risks arising from the employment process.
5. All documents submitted by the respondent must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the respondent from participation and award, and to pursue legal liability.
6. The personnel dispatched by the respondent must be qualified professionals in elderly care, in good health, with no criminal record or infectious diseases, and suitable for elderly care positions. All staff must either hold relevant certifications or have completed formal pre‑employment training (with at least 70% of staff certified), and this requirement must be clearly stated in the proposal.
      IV. Channels for Announcements and Result Publication
All important information, including the project tender announcement and the results of the selection process, will be uniformly published on the official website of Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. Bidders are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it independently.
      VI. Registration and Submission Arrangements for Response Documents
(1) On-site Registration
1. Registration period: September 25, 2026, to 5:00 PM on September 30, 2026.
2. Registration Location: Office of the Jiugushui Senior Care Building, Liuquhe Town, Hezhang County.
3. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.
(II) Submission of Response Documents
1. Submission Deadline: 10:00 a.m., October 8, 2026 (Submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid).
2. Submission Location: Conference Room, Jiugushui Hot Spring Tourism Resort, Liuquhe Town, Hezhang County.
      VII. Campaign Arrangements
1. Election Date: October 8, 2026, 10:00 AM.
2. Campaign venue: Conference Room, Jiugushui Hot Spring Tourism Resort, Liuquhe Town, Hezhang County.
3. Election Rules: This election will be conducted in accordance with a tendering procedure, provided that the number of valid bidders who pass the eligibility review is no fewer than three.
4. Quotation Method: Respondents must bind the duly completed “Basic Quotation Form” into the “Response Document” (and ensure it is properly sealed as required). The bidding panel will open and review it on-site, followed by on-site quotation, with an unspecified number of rounds.
Note: The first-round on-site bid shall not exceed the bid price of the highest-ranked responder based on the base bid amount (with responders ranked in ascending order of their base bid amounts).
5. Award of Contract: This selection process will follow a tendering‑based approach. The selection panel will conduct a comprehensive evaluation of eligible respondents in accordance with the “Scoring Criteria” (see Annex 2 to the announcement), and rank the candidates from highest to lowest total score. If the candidate ranked first voluntarily forfeits the right to be awarded the contract, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy.
