In accordance with project requirements, we are now publicly soliciting bids from the design firms to undertake the reinforcement design of pig housing, the preparation of construction drawings, and the budgeting for Phase I of the Kelo Pig Farm Infrastructure Construction Project in Hezhang County. We cordially invite qualified design firms with the requisite technical expertise, eligibility, and a strong reputation to participate.
      I. Basic Project Information
1. Purchaser: Guizhou Munong Agricultural Technology Co., Ltd.
2. Project Name: Infrastructure Construction Project for the Kele Pig Farm in Hezhang County (Phase I) – Design for Reinforcement of Pig Housing, Construction Drawing Design, and Budgeting
3. Scope of Procurement: Development of a structural reinforcement design, preparation of construction drawings, and compilation of the project budget for the six‑story pig housing facilities under Phase I of the Hezhang County Kela Pig Farm Infrastructure Construction Project, including: 13,694.10 m² of empty‑sow housing, 8,470.32 m² of gestation‑stall housing, 10,488.66 m² of lactating‑sow housing, and 13,468.68 m² of nursery housing.
4. Procurement Budget: Not exceeding RMB 130,000 (including costs for the structural reinforcement design scheme, construction drawing design, budget preparation, drawing review fees, and applicable taxes and other related expenses).
5. Service Location: Tiesiang Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Two months from the effective date of the contract.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes architectural engineering design, among other activities.
2. Qualification Requirements: Possession of a valid Class-A qualification certificate in the architectural engineering field issued by the Ministry of Housing and Urban–Rural Development, as well as a Class-A qualification certificate in the engineering survey specialty. (The qualification levels shall not be lower than these standards.)
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. All time periods referenced in this election are Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Online Registration and Submission of Response Documents
(1) Online Registration

Note: Bidders must submit their response documents on-site. The procuring entity reserves the right to reject any submissions received after the deadline, and such bids will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date and Time: September 29, 2026, 3:00 PM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: This election campaign shall proceed only if the number of valid respondents who pass the eligibility review is no fewer than three, and all respondents are required to attend the election meeting.
4. Quotation Method: Respondents must bind the duly completed “Basic Quotation Form” into the “Response Document” (and ensure it is properly sealed as required). The bidding panel will open and review the sealed documents on-site, and rank respondents in ascending order of their basic quotation amounts. The on-site quoted amount must not exceed the lowest-ranked basic quotation; a single round of on-site bidding will be conducted.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The bidding panel will open the Response Documents on-site and conduct a comprehensive evaluation in accordance with Annex 1, “Scoring Criteria,” as set out in the announcement. Candidates will be ranked in descending order based on their total scores. If the candidate ranked first voluntarily forfeits the right to the contract, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy.
