We welcome qualified enterprises—those with valid business licenses, a solid reputation, and strong capabilities—to apply promptly. The relevant details are announced as follows:
      I. Eligible Applicants and Principles
(1) Eligible Applicants: Publicly soliciting various food‑ingredient partners that possess legal business qualifications and the capacity to fulfill contractual obligations.
(2) Recruitment Principles: Adhere to the principles of fairness, impartiality, and transparency; select candidates based on merit; prioritize quality; ensure safety first; and uphold integrity in contract performance.
      II. Recruitment Model
(1) Registration and Shortlisting: Partner suppliers that meet the eligibility criteria shall submit applications for the food categories they intend to supply, based on their respective needs. The procuring entity will review the applicants’ qualifications and supporting documentation; those who satisfy the requirements will be shortlisted as potential partners.
(2) Contract Signing: For partners who pass the preliminary review, our company will dispatch staff to conduct on-site inspections of their production facilities, warehousing premises, fulfillment capabilities, and distribution systems. Only those whose assessments meet the required standards will proceed to the next stage and enter into a formal “Product Procurement Contract.” (Special Note: The execution of the contract merely confirms that the partner’s qualifications and supply capacity satisfy the relevant requirements; it does not automatically confer supplier eligibility. Final supplier eligibility will be determined through price comparison among the shortlisted suppliers for this procurement cycle.)
(3) Shortlisting for Price Comparison: Enterprises that are shortlisted as potential partners of our company will be notified, based on the respective product categories and supply cycles, to participate in a request-for‑quote and price‑comparison process. The supplier for each individual item during the current supply cycle will be determined according to the outcomes of this process. Prior to the price comparison, all participating enterprises shall pay the performance bond stipulated for their respective product category.
(4) Supply Implementation: After the final partner is determined based on the results of the inquiry and price comparison, ingredients will be supplied in accordance with the ordering quantities specified by the procuring entity.
      III. Recruitment Period
This recruitment is ongoing; during the period, partner companies may submit application materials on an ad hoc basis as required. Suppliers who join after a particular round of bidding has concluded will only be eligible to participate in the next supply cycle’s bidding process.
      IV. Food Ingredient Classification
Ingredients are categorized into 10 groups: vegetables, fruits, fresh meat and poultry (chicken, duck, goose, beef, lamb), pork, eggs, rice, flour, grains, and oils, dairy products, processed foods, baked goods, and seasonings and dried goods. Partners must be able to supply ingredients from one or more of these categories. (The final quotation list shall be based on the information provided by the recruiting company.)
      V. Qualification Requirements for Registration and Shortlisting
1. Operating Entity: The partner must be an independent legal entity or other operating entity duly registered within the territory of the People’s Republic of China in accordance with the law.
2. Relevant Qualifications: Must hold a valid and lawful Business License, as well as the necessary food‑related operating permits (including, but not limited to, the Food Business License, the Prepackaged Food Filing Registration Form, and the manufacturer’s authorization letter and relevant business qualification documents). The scope of business must encompass all categories of ingredients to be supplied and must be consistent with the information stated on the Business License and the Food Business License; supplying beyond the authorized scope is strictly prohibited.
3. Possess a fixed business location and storage facilities; for special ingredients, also provide specialized cold-chain delivery vehicles to ensure timely delivery.
4. Possesses a comprehensive food‑ingredient quality inspection and traceability system, capable of providing relevant documentation such as ingredient test reports, purchase invoices, and quarantine certificates.
5. Comply with national laws and regulations; no food safety incidents have occurred in the past three years, and no major violations of laws or regulations have been recorded in business operations.
6. Voluntarily accept our company’s requests for price inquiries and comparisons, procurement requirements, and related food‑ingredient supply service conditions. Cooperate with our routine spot checks and quality‑control measures, and submit to assessments covering price, quality, service, and other relevant criteria.
7. The summary of enterprise credit information obtained from the “Credit China” website must be stamped with the official seal.
      VI. Relevant Requirements
(1) This recruitment does not accept consortium applications, and subcontracting or further sub‑contracting of the cooperative project is prohibited. Any violation will result in immediate termination of the cooperation and forfeiture of the performance bond.
(2) Conduct regular satisfaction surveys of partner suppliers, evaluating them across multiple dimensions including quality, delivery, and after-sales service. Suppliers that fail to meet the required satisfaction threshold will have their supply qualifications revoked.
(3) Production and Supply Requirements:
1. Manufacturing enterprises must have a fixed production facility, procurement channels, or warehousing facilities.
2. The supplier shall provide the product compliance certificate, product inspection report, and product qualification certificate required for the supplied ingredients, as well as relevant documentation such as animal health and meat inspection certificates and traceability records.
(4) Delivery Requirements: Possess dedicated food‑delivery vehicles that comply with food‑transportation standards; special‑grade ingredients must be equipped with refrigeration and freshness‑preserving features to meet the specific transport needs of various food items. Maintain a professional delivery team, with designated delivery personnel required to hold health certificates issued by hospitals, be well‑versed in delivery procedures, and reliably complete ingredient‑delivery tasks on time and in accordance with company‑specified schedules.
(5) After-sales Service: The supplier partner shall establish a comprehensive after-sales service system and maintain a 24-hour service hotline to promptly address any issues or requests raised by the company. With respect to food‑ingredient quality concerns reported by the company, the supplier partner must resolve them within 30 minutes of receiving notification from the purchaser.
(6) All participating enterprises shall bear all costs associated with registration, document preparation, site visits, and other related expenses. Regardless of whether a partnership is ultimately established, we shall not be liable for any compensation.
(7) Standards and Explanation for the Payment of Performance Security:
1. Price Comparison Performance Bond
Suppliers shortlisted for the price comparison must first pay a performance bond before participating; in cases of malicious bid-winning or other violations or breaches of contract, the relevant rules governing the return of the performance bond shall apply.
(1) Payment amounts: Vegetables, 50,000 yuan (10,000 yuan per item only); Fruits, 50,000 yuan (10,000 yuan per item only); Fresh meat and poultry, 100,000 yuan; Pork, 300,000 yuan; Poultry eggs, 20,000 yuan; Rice, flour, edible oils, and grains, 10,000 yuan; Milk, 20,000 yuan; Processed foods, 20,000 yuan; Baked goods, 20,000 yuan; Seasonings and condiments, 50,000 yuan.
(2) Paying entities: All registered enterprises are required to pay.
(3) Payment Deadline: Upon the public announcement of the recruitment results without objection, the full amount shall be paid in a single installment prior to the signing of the formal cooperation agreement.
(4) Return Policy:
① Upon completion of the price comparison and confirmation of the winning supplier for this round, suppliers who withdraw on-site or were not selected may receive a full, interest-free refund of their performance bond within 30 working days after the conclusion of the inquiry and price‑comparison process.
② Upon expiration of the cooperation period, if neither party renews the agreement and the cooperating party has maintained a clean record throughout the term—without any breaches of contract, food safety issues, or outstanding disputes—the full or remaining performance bond shall be refunded in full and without interest within five business days following termination of the cooperation and completion of account settlement.
③ During the term of cooperation, if the partner commits any of the following breaches, we reserve the right to deduct part or all of the performance bond, depending on the severity of the circumstances; in cases of serious violations, we may revoke the supplier’s qualification, terminate the contract, and place the partner on a blacklist.
A. The supply of food ingredients has been found to have issues such as expiration, spoilage, counterfeit or substandard products, excessive levels of pesticide residues exceeding regulatory limits despite repeated warnings, and failure to pass quarantine inspections—none of which have been rectified.
B. Unjustifiably delaying deliveries, interrupting supply, or raising prices without authorization, thereby disrupting normal delivery operations.
C. Failure to cooperate with quality inspections, falsification of information, or submission of false documentation regarding food ingredients.
D. In violation of the provisions of the cooperation agreement, causing economic losses, food safety incidents, and adverse consequences to our party.
E. Poor service attitude, repeatedly failing performance evaluations, and refusing to make corrections.
      VII. Recruitment Information Release
All important information, including recruitment announcements and results, will be uniformly published on the official websites of Guizhou Ahsilisi Culture & Tourism Investment (Group) Co., Ltd.     VIII. Registration Requirements

7. Possess a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
8. Possess the equipment and specialized technical capabilities necessary to perform the contract, and provide a commitment letter stamped with the official seal.
9. No subcontracting or illegal sub-subcontracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
10. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
11. Not listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
