      I. Basic Project Information

2. Project Name: Survey and Design for the Extension of the Rural Large-Scale Water Supply Project in the Taoyuan Area, Magu Town, Hezhang County
3. Project location: Taoyuan Area, Magu Town, Hezhang County, Bijie City, Guizhou Province. The project covers Tianqiao Village and Heping Village in Magu Town, as well as Tianda Village, Yingfeng Village, and Hexin Village in Shuitangbao Township, with the aim of ensuring safe drinking water for local residents in the area.
4. Project Scope: To complete the full suite of survey and design services for this project, including all engineering surveys, preliminary design, construction drawing design, preparation of the bill of quantities and budget, coordination with review and approval at each stage, responses to inquiries arising from construction drawing reviews, technical services throughout the entire construction process, handling design changes, and providing technical support for completion acceptance (for detailed scope, please refer to the attached “Design Assignment Document”).
5. Project Engineering Investment Budget: RMB 5.6743 million (this is only an estimated project investment; fees for survey and design services shall be quoted by the participating entities based on their own fee rates).

7. Term of Service: From the date of contract signing until the project is completed, passes acceptance inspection, is put into normal operation, and all design services have been fully concluded.
8. Consortium Requirements: This project does not accept consortium bids, and the successful bidder shall not subcontract or illegally assign any portion of the project’s work.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the unified social credit code, and possessing the capacity to independently assume civil liabilities.

      III. Other Important Agreements
1. Any legal entity, other organization, or individual that has a conflict of interest with the purchaser and may compromise the fairness of the procurement process shall be disqualified from participating in this response. Furthermore, entities with the same responsible person or those that are directly controlled or managed by the same party shall not simultaneously participate in this project’s response.
2. Payment Terms: Upon formal approval of the project implementation plan, 30% of the contract price shall be paid; prior to the completion and acceptance of the entire project, payment shall be made up to 50% of the contract price; upon successful completion and acceptance of the entire project and the full handover of all required documentation, the remaining 20% of the balance shall be settled. The successful bidder shall issue a valid, legally compliant special value-added tax invoice to the purchaser prior to applying for disbursement of funds.

      VI. Requirements for Preparation and Binding of Response Documents

Conditions for Commencing the Bidding: The bidding may proceed normally only if there are at least three valid respondents who have passed the eligibility review; if fewer than three valid respondents are received, the procuring entity reserves the right to decide, based on the actual circumstances of the project, whether to re‑issue the bidding.
4. Requirements for Quotation Documents: Each respondent shall bind the pre‑prepared quotation into the Response Document (and ensure it is properly sealed in accordance with the requirements), with legible handwriting and no signs of alteration. The bidding panel will open and review the documents on site.
5. Award‑determination rules: This procurement shall be conducted in accordance with the competitive bidding procedure. The bidding panel will open the response documents on site and, among all valid respondents who have passed the qualification review, select the successful candidate(s) by ranking them in descending order of their bid discount rates.
If multiple bidders are tied for the highest discount rate, the bidders in the tie shall engage in an on-site second-round bidding until a single winning bidder is determined.
If the first-ranked successful bidder voluntarily forfeits their qualification, the second and third-ranked bidders shall be successively appointed as substitutes, and so on.

7. Quotation Rules:
7.1 Billing Base: The survey and design fees corresponding to the cost estimate approved by the competent industry authority shall serve as the baseline, with a reduced rate applied for billing purposes.
7.2 Pricing Method: The quotation shall be based on a rate‑based, all‑inclusive price that includes taxes, covering the entire survey and design process—namely, site surveys, data collection, scheme preparation, verification, assistance with review and approval, revision of deliverables, technical consultation, applicable taxes, on‑site services, and all other associated costs.
7.3 Bidding Format: Submit a base price in the response document and a final on-site quotation in a single round. The discount rate must be no less than 5%; quotations with a discount rate below 5% will be deemed invalid. Discount rates shall be rounded to two decimal places.

8.1 The purchaser will not organize a unified site visit; participating entities may conduct their own on-site inspections. All costs associated with such inspections, including transportation, labor, and documentation, shall be borne by the responding parties.
