To enhance the ancillary services at the scenic area’s parking facilities, we are now inviting applications from qualified and reputable partners for the Asilisi Scenic Area electric vehicle charging station project.
      I. Basic Project Information
1. Tenderer: Guizhou Axi Lixi Jiucaiping Tourism Development Co., Ltd.
2. Project Name: Asilisi Scenic Area Electric Vehicle Charging Station Project
3. Project Location: Xingfa Township, Hezhang County
4. Investment Promotion Details
In accordance with the investor’s requirements, at least 10 7 kW AC slow‑charging stations are to be installed in the South Gate Reception Center parking lot of the Asilixi Jiucaiping Scenic Area; at least 5 7 kW AC slow‑charging stations are to be installed in the East Gate parking lot; and in the Circular Hotel parking lot at the Ertaipo Scenic Area, at least 5 7 kW AC slow‑charging stations and one 160 kW dual‑gun DC fast‑charging station are to be constructed and operated. For detailed site‑specific requirements and other particulars, please refer to Annex 1 of this announcement.
5. Revenue Sharing: The developer shall receive a fixed share of no less than RMB 0.01 per kilowatt-hour based on the charging volume of the charging piles.
6. Cooperation Model: The partner provides full investment and undertakes turnkey construction and operations & maintenance.
7. Term of Cooperation: 10 years
8. Consortium Response Requirements: This procurement does not accept consortium responses, and subcontracting or assignment is prohibited.
    II. Qualification Requirements for Partners
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
5. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Legal entities, other organizations, or individuals with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response; entities with the same responsible person or those that have controlling or management relationships with one another shall not simultaneously participate in this project’s response.
2. The project developer shall provide legally compliant and usable premises, assist with site access, construction, and coordination matters, and support the partner in maintaining on-site order, safeguarding the charging area, and preventing malicious damage. Additionally, the developer will coordinate the preparation of documentation demonstrating that this charging‑station installation is intended to enhance the scenic area’s infrastructure and is being applied for under a public‑interest electricity‑use designation, thereby facilitating the partner’s power connection, on-site management, and public awareness efforts.
3. The partner shall be responsible for the procurement of charging pile equipment, installation and construction, commissioning and go-live, 24-hour operations and maintenance, emergency fault repair, platform management, and security assurance. The implementation plan must be approved by the investor.
4. The partner is responsible for full‑cycle operations and maintenance, emergency fault repair, and system upgrades; it also handles security management, insurance procurement, and compliance‑based operations. Additionally, the partner shall provide accurate monthly operational data and remit its share of revenues on time and in full.
5. Revenue distribution is settled on a quarterly basis. The operational report for the previous month shall be issued by the 5th of each month. Upon mutual verification and confirmation of the charging station data reports, payment will be remitted to the investor’s designated account within ten business days.
6. Any matters not covered herein shall be governed by the provisions agreed upon in the contract between the investor and the partner.

All partners are kindly requested to check the website independently; the investor will not issue separate notifications.

      VII. Investment Promotion Arrangements

3. Partnership Determination: Cooperative candidates shall be ranked in descending order based on the fixed revenue‑sharing percentages they have submitted. If multiple candidates tie for first place, those tied candidates shall submit revised sharing percentages until a partner is selected. Should the candidate ranked first voluntarily relinquish their eligibility, the second‑ and third‑ranked candidates shall step up in turn to fill the vacancy.
