In accordance with operational requirements, we are now publicly soliciting bids for the selection of a store‑fitting contractor. We cordially invite qualified firms that possess the requisite technical expertise, meet the specified eligibility criteria, and enjoy an excellent reputation to participate.
      I. Project Basic Information
1. Purchaser: Guizhou Jiucaiping Commerce Co., Ltd.
2. Project Name: Office Supplies Brick-and-Mortar Store Expansion and Renovation Project
3. Scope of Procurement: In accordance with the purchaser’s requirements, complete wall renovation, ceiling work, flooring, wall finishes, doors and windows, electrical and plumbing systems, pipe soundproofing, and pipe encasement (see Project List in Attachment 1 for details).
4. Project Budget: Not exceeding RMB 160,883.76
5. Project Location: Hezhang County, Bijie City, Guizhou Province
6. Construction Period: 45 calendar days from the effective date of the contract.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes decoration and renovation, construction project contracting, and related activities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. All time periods referenced in this election are Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture & Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in Attachments 2–4 to this announcement; all respondents are requested to download and review them independently.
      VI. On-site Registration and Submission of Response Documents
(1) On-site Registration
1. Registration period: 9:00 AM on August 5, 2026, to 5:00 PM on August 9, 2026.

3. Application Documents: A copy of the business license (with the official company seal) and an original power of attorney.
Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission Deadline: 9:30 a.m., August 10, 2026 (Submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid).
2. Submission Location: Office of Guizhou Jiucaiping Commerce Co., Ltd. (West Courtyard, International Huacheng, Hezhang County).
      VII. Campaign Arrangements
1. Election Date: August 10, 2026, 10:00 AM.
2. Campaign location: Office of Guizhou Jiucaiping Commerce Co., Ltd. (Xiyuan, International Huacheng, Hezhang County).
3. Election Rules: This election campaign will proceed only if the number of valid respondents who pass the eligibility review is no fewer than three.
4. Quotation Method: On-site price reductions will be offered, with an indefinite number of bidding rounds. The amount quoted in the first round on site shall not exceed that of the respondent ranked first based on the base quotation (ranked from lowest to highest according to the amounts stated in the base quotation documents). Respondents must bind the duly completed “Base Quotation Document” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the evaluation panel.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The selection panel will determine the winning bidder by ranking eligible respondents according to their on‑site bid prices, from lowest to highest. If multiple bidders are tied for first place, those tied candidates shall engage in a second round of bidding until a final winner is determined. Should the top‑ranked bidder voluntarily relinquish the contract, the second‑ and third‑ranked candidates shall be successively invited to fill the vacancy.
