To diversify the commercial offerings at the Jiucaiping Scenic Area and enhance the visitor experience, and in accordance with the principles of fairness, impartiality, and transparency, we are now inviting public bids for the leasing of photo‑shoot operation sites on the summit of the Jiucaiping Scenic Area. Relevant details are hereby announced as follows:
    I. Basic Information
(1) Leasing Party: Guizhou Wujie Jiucaiping Tourism Development Co., Ltd.
(2) Lease Term: 3 months
(3) Consortium Submission Requirements: This project does not accept consortium submissions, and subcontracting or assignment is prohibited.
(4) Lease Terms and Conditions
All rental locations in this round are situated within the scenic area’s core landscape zone, with business scopes limited to tourism‑photography‑related services. Eligible offerings include high‑altitude‑themed costume rentals, makeup and styling, on‑site travel photography, photo retouching, and short‑video shooting support. None of the sites have external power connections; tenant operators must provide their own backup power supplies. Details for each location are as follows:
1. Location at the entrance of the upper station of the ropeway
Rinse station: A small service counter is available at the upper cable car station exit.
Scope of operations: Extending from the cliffside road junction at the upper station of the cable car in the west to the sunrise observation point in the east;
Starting bid for the lot: RMB 15,000.
2. Location of the sunrise observation point
Washing station: Merchants shall provide their own tension‑membrane tents, designed to harmonize with the scenic area’s aesthetic, for operational use.
Scope of operations: Extending west to the sunrise observation point and east to the junction on the eastern slope at the foot of the highest peak.
Starting bid for the lot: RMB 15,000.
3. Sifang Pavilion Location
Washing station: A wooden shed adjacent to the restroom at Sifangting can be used.
Scope of business: Bounded on the west by Rainbow Road and on the east by the western岔路口 at the foot of Zui Gaofeng Mountain.
Starting bid for the lot: RMB 15,000.
      II. Eligibility Requirements for Tenants
1. Possess a business license issued by the market supervision and administration authority (formerly the industrial and commercial administrative authority), duly registered and in good standing, with a scope of business that includes photography and videography services, among other related activities.
2. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided. (Refer to the attached template for download.)
      III. On-site Registration
1. Registration period: August 1, 2026, to August 3, 2026 (daily from 9:00 a.m. to 5:30 p.m.).
2. Registration Location: Hezhang County Jiucaiping Scenic Area Office.
3. Application Documents: ① Letter of Authorization from the Legal Representative (1 original, affixed with the official seal); ② Copy of Business License (1 copy, affixed with the official seal); ③ Proof of possessing the equipment and specialized technical capabilities necessary to perform the contract (1 copy, affixed with the official seal).
4. Auction Deposit: Upon registration, a one-time auction deposit of RMB 5,000 must be paid. If the bid is unsuccessful, the deposit will be refunded in full without interest; if the bid is successful, the deposit will be applied toward an equivalent amount of site rental or performance bond.
      IV. Auction Arrangements
1. Auction time: August 4, 2026, 10:00 AM.
2. Auction Location: Conference Room, Jiucaiping Scenic Area, Hezhang County.
3. Auction Rules: This auction will be conducted on-site, with bidders submitting sequential bids by raising paddles. Only bids equal to or exceeding the starting price will be deemed valid. Each bid increment must be no less than RMB 1,000; any increment below RMB 1,000 will be considered invalid. In the event of a tie at the same bid level, the highest bidder shall be awarded the leasehold right.
      V. Relevant Requirements
1. Legal entities, other organizations, or individuals with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participation; entities that share the same responsible person or have controlling or managerial relationships with one another shall not participate simultaneously.
2. Performance Bond: Upon signing the contract, a one-time performance bond must be paid via corporate bank transfer. At the end of the lease term, if the tenant has not engaged in any violations, the full amount of the performance bond will be refunded; if violations are found, the corresponding portion of the bond will be deducted in accordance with the terms of the contract.
3. Private subletting or partitioning of the leased space is strictly prohibited. Upon verification, the lease will be terminated immediately and the space reclaimed; any rent already paid will not be refunded. All disputes and losses arising from subletting shall be borne solely by the tenant.
4. Site Modification Requirements: No unauthorized modification or construction of structures shall be undertaken without the scenic area’s written approval. If unauthorized alterations result in damage to the scenic area’s facilities, the tenant shall bear full responsibility for repair costs, forfeit their tenancy rights, have their site reclaimed, and receive no refund of rent. Any proposed additions, renovations, or installation of large equipment must be submitted in advance; implementation is permitted only upon review and approval by the scenic area.
5. Vehicle Access Management: Freight vehicles are permitted to enter and exit the scenic area only before 8:00 a.m. and after 7:00 p.m. During all other hours, merchant vehicles and staff vehicles are prohibited from entering or exiting the scenic area gates without authorization.
6. Brand Advertising Guidelines
All signage must adhere to the scenic area’s designated materials and design standards, and merchants are required to submit a备案 (record) of their sign names at the time of contract signing.
Any additional posters, promotional materials, or other advertising must be submitted for prior approval; the overall design must align with the highland flower‑sea scenic area’s branding. Posting or placement is permitted only upon approval.
7. Service Standards: Participate uniformly in training on service etiquette, courteous communication, and professional appearance and attire organized by the scenic area; standardize photography‑tourism service protocols; and uphold the overall commercial image of the scenic area.
8. Prices and Business Order
All travel‑photography service offerings must be clearly priced, with conspicuous price lists displayed in the shop; price gouging and deceptive or exploitative practices are strictly prohibited, and any violations will be referred directly to the market regulatory authorities for enforcement.
Street vending, unauthorized additional stalls, and the construction of ancillary facilities that detract from the scenic landscape are prohibited. Any non-compliant stalls will be dismantled by the scenic area’s joint enforcement authorities, with merchants bearing responsibility for any associated liabilities and losses.
9. Comprehensive Management: Merchants must strictly comply with all management regulations governing scenic‑area safety, environmental hygiene, visitor flow, and other operational matters, and shall not disrupt the normal operation of the scenic area.
10. All documents submitted by the lessee must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the lessee from further cooperation and to pursue legal liability.
