We cordially invite qualified service providers with a strong reputation to participate.
    I. Basic Project Information
1. Purchaser: Hezhang County Jiucaiping Human Resources Service Co., Ltd.
2. Project Name: Security Services Procurement Project
3. Project Scope: Provide the following services in accordance with the purchaser’s requirements:
(1) Responsible for the daily security duty, order maintenance, safety inspections, control of personnel and vehicle access, and identification of potential safety hazards at Tashan Park, thereby ensuring the overall safety of the park’s day-to-day operations.
(2) Responsible for the daily security staffing, order maintenance, safety inspections, access control for personnel and vehicles, and identification of potential safety hazards at the basketball hall, badminton hall, and parking lot of Shuanghe Park, thereby ensuring the overall safety of the park’s day-to-day operations.
4. Procurement budget: RMB 312,000 per year
5. Service Locations: Shuanghe Park and Tashan Park, Hezhang County
6. Term of Service: One year, commencing on the effective date of the contract.
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The respondent must be a legally registered corporate entity or other organization established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities.
2. Possess a valid Security Service License.
3. A good record of lawful payment of taxes and social security contributions is required; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. From July 2024 to the present (the past two years), there have been no instances of subcontracting or illegal sub‑contracting; a commitment letter stamped with the official seal must be provided.
6. Over the past three years (counting backward from the date of this announcement), there have been no significant violations of laws or regulations in business operations; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Service and Response Standards Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, different entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The respondent shall arrange for workers’ compensation and other relevant insurance coverage for security personnel.
3. The respondent shall designate at least one management personnel to organize and oversee the relevant service activities, with a minimum of seven security personnel.
4. The respondent shall bear the costs of clothing and equipment for its personnel.
5. All documents submitted by the respondent must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the respondent from participation and award, and to pursue legal liability.
      IV. Channels for Announcements and Result Publication
All important information, including this project’s tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. Bidders are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Registration and Submission Arrangements for Response Documents
(1) On-site Registration
1. Registration period: July 16, 2026, to 5:00 PM on July 18, 2026.

3. Application Documents: ① Letter of Authorization from the Legal Representative (1 original, affixed with the official seal); ② Photocopies of the Business License and Security Service Permit (1 copy, affixed with the official seal).
(II) Submission of Response Documents
1. Submission Deadline: Before 9:00 a.m. on July 21, 2026. Submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid.

      VII. Campaign Arrangements
1. Election Date: July 21, 2026, 10:30 AM.
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Election Rules: This election will be conducted in accordance with a tendering‑based procedure, provided that the number of valid bidders who pass the eligibility review is no fewer than three.
4. Quotation Method: The Respondent’s initial quotation shall be based on the submitted “Basic Quotation Form” (Respondents will be ranked in ascending order of their initial quoted amounts; the on-site opening bid shall not exceed the initial quotation of the highest-ranked Respondent). At the site, multiple rounds of downward pricing will be conducted based on the initial quotations, with the specific number of rounds to be determined flexibly by the bidding panel according to the actual circumstances.
5. Award of Contract: The bidding panel will follow a tendering‑style process, applying the “price‑priority” principle to rank candidates based on their final service‑fee quotations, from lowest to highest. If the candidate ranked first voluntarily forfeits the contract, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy. In the event of a tie for first place among multiple bidders, an additional on‑site re‑quotation will be conducted until the final successful bidder is determined.
