To further standardize the operation and management of Shuanghe Park and Tashan Park, strengthen site sanitation services, and ensure the orderly conduct of all business activities, we are now inviting applications from service providers to undertake cleaning and maintenance duties.       I. Basic Project Information
1. Purchaser: Hezhang County Jiucaiping Human Resources Service Co., Ltd.
2. Project Name: Cleaning Services Procurement Project
3. Project Scope: Provide the following services in accordance with the purchaser’s requirements:
(1) Responsible for the daily cleaning, waste removal, and other environmental sanitation services in the public areas of Shuanghe Park, including the badminton hall, basketball hall, underground parking garage, surface parking lot, restrooms, and other facilities, thereby ensuring the park remains consistently clean and well-maintained.
(2) Responsible for the daily cleaning, waste removal, and other environmental sanitation services in public areas of Tashan Park, including parking lots and restrooms, thereby ensuring the park remains consistently clean and well-maintained.
4. Procurement budget: RMB 210,000 per year
5. Service Locations: Shuanghe Park and Tashan Park, Hezhang County
6. Term of Service: One year, commencing on the effective date of the contract.
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The respondent must be a legally registered legal entity or other organization established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities. Its business scope must include labor services.
2. The applicant shall have a good record of lawfully paying taxes and social security contributions and must submit a commitment letter stamped with the official seal.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. From July 2024 to the present (the past two years), there have been no instances of subcontracting or illegal sub‑contracting; a commitment letter stamped with the official company seal must be provided.
5. Over the past three years (counting backward from the date of this announcement), there have been no significant violations of laws or regulations in business operations; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Service and Response Standards Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The respondent shall arrange for workers’ compensation and other relevant insurance coverage for the cleaning staff.
3. The respondent shall designate at least one management personnel to organize and oversee the relevant service activities, with a minimum of five cleaning staff members.
4. The respondent shall bear the costs of the relevant staff’s attire.
5. All documents submitted by the respondent must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the respondent from participation and award, and to pursue legal liability.
      IV. Channels for Announcements and Result Publication
All important information, including this project’s tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
    V. Requirements for Preparation and Binding of the Response Document

      VI. Registration and Submission Arrangements for Response Documents
(1) On-site Registration

      VII. Campaign Arrangements
1. Election Date: July 21, 2026, 10:00 AM.
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Election Rules: This election will be conducted in accordance with a tendering‑based procedure, provided that the number of valid bidders who pass the eligibility review is no fewer than three.
4. Quotation Method: The Respondent’s initial quotation shall be based on the submitted “Basic Quotation Form” (Respondents will be ranked in ascending order of their initial quoted amounts; the on-site opening bid shall not exceed the initial quotation of the highest-ranked Respondent). At the site, multiple rounds of downward bidding will be conducted based on the initial quotations, with the specific number of rounds to be determined flexibly by the bidding panel according to the actual circumstances.
5. Award Determination: The bidding panel will follow a tendering‑style process, applying the “price‑priority” principle to rank candidates in ascending order based on their final quotations. If the candidate ranked first voluntarily forfeits the award, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy. In the event of a tie for first place among multiple bidders, an additional on‑site re‑quotation will be conducted until a definitive winning bidder is determined.
