I. Basic Project Information
1. Purchaser: Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd.
2. Project Name: Construction of the Stage for the Torch Festival at Shuanghe Park, Hezhang County
3. Scope of Services: In accordance with the event schedule, a stage for the Torch Festival series of activities will be erected at Shuanghe Park in Hezhang County (details of the construction scope and equipment list are provided in Attachment 1 to this notice).
4. Procurement budget: Not exceeding RMB 400,000.
5. Service Location: Shuanghe Park, Hezhang County, Bijie City
6. Service Period: Completion of setup by 12:00 a.m. on July 24, 2026.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. Within the three years prior to participating in this procurement activity, the bidder must have no record of significant legal violations in its business operations and shall submit a commitment letter stamped with the official company seal.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following special query categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Stage setup: Completion and handover to the purchaser by 12:00 noon on July 24, 2026; dismantling: no later than October 10, 2026, following the conclusion of the event.
2. Legal entities, other organizations, or individuals with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response; entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
3. The quality of the stage construction and the associated equipment shall not fall below the requirements specified in the attached list.
4. All time references in this election are based on Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of tender results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in Attachments 2 and 3 to this announcement; all respondents are requested to download and review them independently.
      VI. Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on July 16, 2026, to 17:00 on July 18, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Applications that are not submitted within the prescribed timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 12:00 noon on July 20, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to submit their response documents by mail must ensure delivery to the purchaser’s address no later than 12:00 noon on July 20, 2026. Any submissions received after this deadline will be rejected by the purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date and Time: July 20, 2026, 2:30 PM.
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Election Rules: This election campaign will proceed only if the number of valid respondents who pass the eligibility review is no fewer than three.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The bidding panel will open the Response Documents on site and, among those who meet the eligibility requirements, rank the candidates in ascending order of their bid amounts to determine the successful bidder(s). If multiple candidates are tied for first place, they will engage in a second round of bidding until a final winner is selected. Should the candidate ranked first voluntarily relinquish the contract, the second‑ and third‑ranked candidates will be successively invited to take their place.
