In accordance with the project’s construction requirements, we are now publicly soliciting bids from qualified contractors to undertake the installation of plastic grass‑paving grids at the Ertaipo Scenic Area’s viewing platform. We cordially invite construction firms possessing the requisite technical expertise, compliance with applicable qualifications, and a strong reputation to participate.
      I. Project Basic Information
1. Purchaser: Hezhang County Asilixi Grassland Tourism Development Co., Ltd.
2. Project Name: Installation of Plastic Grass-Grid Paving at the Ertaipo Scenic Area Observation Deck
3. Scope of Procurement: In accordance with the purchaser’s requirements, complete the installation of plastic grass‑paving grids on two viewing platforms within the Ertaipu Scenic Area, covering approximately 3,000 m² (see attached list; all bidders are required to conduct their own site inspections).
4. Procurement budget: Not more than RMB 495,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within one month from the date the contract is signed and becomes effective.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Professional Qualification Requirements: Grade III (Class B) or higher in Municipal Public Works General Contracting, or a construction labor service qualification.
3. A valid safety production license.
4. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
5. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
6. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
7. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
8. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The respondent must obtain workers’ compensation and other relevant insurance for on-site construction personnel.
3. Payment Terms: Upon signing the contract, 15% of the contract amount shall be paid; the warranty period is one year, with a retention of 1%; upon expiration of the warranty period, the retention will be refunded after deducting any repair and maintenance costs. (A special VAT invoice must be issued.)

All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ashilixi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it themselves.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on May 22, 2026, to 17:00 on May 26, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

(II) Submission of Response Documents

Note: Bidders who choose to submit their Response Documents by mail must ensure delivery to the Purchaser no later than 17:00 on May 27, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: May 28, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents shall be opened, and among the qualified respondents, the successful candidates shall be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied shall engage in a second round of bidding until a final successful bidder is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates shall step up in turn.
