In accordance with operational requirements, we are now publicly soliciting applications from qualified entities to serve as the settlement‑monitoring contractor for the cableway construction project at the Jiucaiping Scenic Area in Axi Lixi. We cordially invite organizations possessing the requisite technical expertise, compliance with applicable qualifications, and a strong reputation to participate.
      I. Project Basic Information
1. Purchaser: Hezhang Dajiacaiping Scenic Area Tourism Development Co., Ltd.
2. Project Name: Settlement Monitoring for the Cableway Construction Project at the Jiucaiping Scenic Area in Asilixi
3. Procurement Scope: This project requires settlement monitoring and related services (see the project list for details).
4. Procurement budget: Not more than RMB 100,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: From the date the contract is signed and becomes effective until the completion of the project.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liability, and whose business scope includes construction engineering quality settlement monitoring services.
2. Qualification Requirements: Hold a Class B engineering surveying qualification issued by the housing and urban–rural development authority, and ensure it is currently valid.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. Payment Requirements: Payment shall be made at 80% of the total amount for completed observation items.
3. Conduct tests and evaluations in accordance with the relevant current national standards, codes, and procedures, and assume responsibility for the test data and conclusions.
4. Ensure that all relevant indicators, including qualifications, personnel, and equipment, are aligned with the requirements of national, industry, and provincial/municipal authorities and fully comply with the aforementioned stipulations.
5. Ensure that observation activities are initiated promptly during the service period and that observation data and results are provided without delay, so as not to affect the project’s construction schedule.
6. All time references in this election are in Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are kindly requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it independently.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on May 21, 2026, to 17:00 on May 25, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

(II) Submission of Response Documents
1. Submission deadline: Before 9:30 a.m. on May 27, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid).

Note: Bidders who choose to submit their response documents by mail must ensure delivery to the purchaser no later than 17:00 on May 26, 2026. Any submissions received after this deadline will be rejected by the purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election time: May 27, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and bidding procedures, with the bidding panel conducting on-site evaluations.
The response documents will be opened, and among the eligible respondents, the successful candidates will be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied candidates will engage in a second round of bidding until a final successful bidder is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates will step up in turn to fill the vacancy.
