To revitalize state-owned fixed assets and meet the needs of basketball enthusiasts and various sectors of society for hosting basketball events, training sessions, team-building activities, and more, and in accordance with the principles of fairness, impartiality, and transparency, we are hereby launching a public solicitation for investment in the basketball venue project at Shuanghe Park in Hezhang County. Relevant details are announced as follows:
      I. Basic Information
1. Procuring Entity: Hezhang County Jiucaiping Human Resources Service Co., Ltd.
2. Project Name: Shuanghe Park Basketball Facility Project, Hezhang County
3. Scope of Cooperation: The basketball venue at Shuanghe Park in Hezhang County is located within Shuanghe Park and features complete facilities, with ample parking available nearby. The cooperating operator shall, in accordance with the investor’s requirements, invest no less than RMB 500,000 to renovate the spectator seating to accommodate at least 1,000 seats, after which the operator will assume operational responsibility for a period of six years.
4. Term of Cooperation: Shall not exceed six years.
5. Investment Amount: Not less than RMB 500,000.
      II. Qualification Requirements for Partners
1. The partner must be a legally established corporate entity with a good credit standing and no record of illegal or non-compliant business practices.
2. A declaration stating that there have been no significant criminal or unlawful records in business operations over the past three years.
3. Not listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.

      VI. Investment Attraction Confirmed
This round of investment solicitation places no limit on the number of applicants. Each applicant shall report its proposed cooperation period, starting from a baseline of six years and decrementing by three months per round, with the reported duration not exceeding six years.
The soliciting party will rank the candidate partners in ascending order of their cooperation duration. If multiple candidates tie for first place, those tied candidates will submit revised bids until a partner is selected. Should the top-ranked candidate voluntarily decline the partnership, the second- and third-ranked candidates will be sequentially invited to fill the vacancy.
      VII. Other Relevant Requirements
1. The partner shall strictly comply with the rules of this investment solicitation and the venue’s relevant management regulations, and shall demonstrate strong capacity to fulfill its obligations.
2. The partner shall allocate no less than RMB 500,000 to renovate the basketball venue, ensuring that the seating capacity is at least 1,000. Failure to meet this requirement shall entitle the investor to terminate the agreement unilaterally.
3. The partner is strictly prohibited from subletting or lending the premises to others for operation without authorization.
4. During the term of the cooperation, all operating expenses, including utility charges, labor costs, business taxes and fees, and equipment maintenance costs, shall be borne solely by the cooperating party.
5. During the term of operation, the cooperating party shall conscientiously safeguard the brand image of the investor and comply with all management regulations pertaining to venue fire safety, environmental hygiene, operating hours, and other matters. In the event of any violation of these regulations or breach of contract, the investor shall have the right to unilaterally terminate the contract, reclaim the venue, and withhold any related fees.
