In accordance with the project requirements, we are now publicly soliciting bids for the design‑service provider for the Hezhang County “Two Parks” Urban Reception Center Enhancement Project. We cordially invite qualified entities possessing the requisite technical expertise, eligibility, and a strong reputation to participate in this bidding process.
      I. Project Basic Information
1. Purchaser: Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd.
2. Project Name: Hezhang County “Two Parks” Urban Living Room Enhancement Project—Design Scheme Preparation
3. Project Scope: The total investment for this project is RMB 18.2643 million, including construction and installation costs of RMB 15.8245 million. In accordance with the purchaser’s requirements, the design firm shall undertake the renovation and redesign of Binhe Park, Tashan Park, and Impression Town, with the core concept of creating a “city reception hub and tourism distribution center.” The scope of works includes: renovating the Visitor Information Center (1,608 m²); constructing 35 temporary structures in the Music District; developing 26 distinctive small shops; building the Asilixi Folk Stage (1,125 m²); establishing an amusement park and six public restrooms; designing and fitting out the Yelang Culture Exhibition Hall (540 m²); as well as upgrading ancillary facilities such as water supply and drainage, electrical systems, lighting, surveillance, parking, and landscaping.
4. Procurement Budget: Not exceeding RMB 125,000
5. Service Location: Hezhang County, Bijie City, Guizhou Province
6. Term of Service: One month from the effective date of the contract.
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
7. Professional Qualification Requirements: Possession of a Class B or higher qualification for urban and rural planning preparation.
      III. Relevant Requirements
1. Legal entities, other organizations, or individuals with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response; entities with the same responsible person or those that have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. All time periods referenced in this election are Beijing Time.
      IV. Campaign Information Disclosure
All announcements regarding this procurement project, including the call for bids and other important information, will be published exclusively on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to monitor the website independently; no further individual notifications will be issued by the procuring entity.
    V. Requirements for Preparation and Binding of the Response Document
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it themselves.
      VI. Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on August 14, 2026, to 17:00 on August 16, 2026.
2. Registration Documents: Business license (photocopy with official seal), Power of Attorney (original with official seal), and Qualification Certificates (photocopies with official seal). Please scan the registration documents into PDF files and send them to the email address axlxlygsgcgs@126.com, clearly indicating the contact person and telephone number.
Note: Applications that are not submitted within the prescribed timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission Deadline: Before 2:30 PM on August 18, 2026 (submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid).
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center (or submit on-site at the campaign meeting).
Note: Respondents who choose to submit their Response Documents by mail must ensure delivery to the Purchaser no later than 14:00 on August 18, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election time: August 18, 2026, 3:00 PM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: This election campaign shall proceed only if the number of valid responses that pass the eligibility review is no fewer than one.
4. Quotation Method: Each respondent shall bind the pre-prepared quotation document into the Response Document (and ensure it is properly sealed in accordance with the requirements). The bidding panel will open and review the sealed documents on-site.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The selection panel will conduct a comprehensive evaluation of the on‑site opened response documents in accordance with the “Scoring Criteria” (see Attachment 1 to this announcement), and rank the candidates for award based on their total scores, from highest to lowest. If the candidate ranked first voluntarily forfeits the right to be awarded the contract, the second‑ and third‑ranked candidates will be successively appointed as replacements.
