In accordance with operational needs, we are now publicly soliciting applications from qualified property management service providers for the Asilisi Grand Theater.       I. Basic Project Information
1. Purchaser: Guizhou Asilixi Trading Co., Ltd.
2. Project Name: Property Management Services Procurement Project for the Asilisi Grand Theater
3. Scope of Services: Provide property management services in accordance with the purchaser’s requirements, covering the indoor exhibition halls, screening rooms, multi‑purpose conference hall, VIP reception area, public lobby, underground parking garage, outdoor plaza, ancillary commercial spaces, equipment rooms, and service corridors of the Asilisi Grand Theater (including the Starry Sky Cinema). The total floor area is approximately 8,000 m², with a six‑story main building and one underground level housing the parking garage, for a total service area of about 60,000 m².
This includes the building structure itself—such as interior and exterior walls, roofs, flooring, doors and windows, curtain walls, expansion joints, service corridors, and rooftop terrace operations and maintenance—as well as the MEP systems (power and low-voltage electrical systems, HVAC, plumbing and drainage), security and facility management (comprehensive security patrols and vehicle flow control), environmental cleaning (covering indoor public areas, exhibition halls, restrooms, parking lots, outdoor plazas, and landscaped green spaces, along with waste removal), emergency management (including flood prevention, response to extreme weather, handling large visitor flows, addressing equipment malfunctions, and implementing epidemic‑prevention measures), and event‑related cleaning services (covering Meeting Rooms 1, 2, and 3 in the South Building of the Convention Center; Meeting Rooms 1 and 2 in the North Building; Meeting Rooms 101 and 102 in the Main Building; as well as the four reception rooms and the tea‑and‑water kitchen in the South, North, and Main Buildings—encompassing event preparation, sanitation, water boiling, tea‑set washing, and the opening and closing of meeting‑room doors).
4. Procurement budget: Not exceeding RMB 270,000.
5. Service Location: Hezhang County, Bijie City
6. Term of Service: One year from the date the contract is signed and becomes effective.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities. Their business scope shall include property management and related activities.
2. The applicant shall have a good record of lawfully paying taxes and social security contributions, and must submit a commitment letter stamped with the official seal.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub-subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The staffing level shall not be less than eight personnel, including one plumber/electrician (who also serves as manager), three security guards, and four cleaning staff. The respondent shall bear the costs of personnel uniforms.
3. All documents submitted by the respondent must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the respondent from participation and award, and to pursue legal liability.
4. All time references in this election are based on Beijing Time.
IV. Announcement of Election Information
All important information related to this procurement project, including the tender announcement and the public notice of results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
For detailed requirements, please refer to the attachment to this announcement; all respondents are requested to download and review it themselves.
      VI. Registration and Submission of Response Documents
(1) On-site Registration
1. Registration period: 9:00 on August 12, 2026, to 17:00 on August 14, 2026.
2. Application Documents: Letter of Authorization from the legal representative (1 original, affixed with the official seal); Copy of the business license (1 copy, affixed with the official seal).
Note: Applications that are not submitted within the prescribed timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 10:30 a.m. on August 17, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
      VII. Campaign Arrangements
1. Election time: August 17, 2026, 11:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid responses that pass the eligibility review is no fewer than one; bidders must attend the bidding meeting in person.
4. Quotation Method: The Respondent’s initial quotation shall be based on the submitted “Basic Quotation Form” (Respondents will be ranked in ascending order of their initial quoted amounts; the on-site starting price shall not exceed that of the Respondent ranked first in the initial quotation). At the site, multiple rounds of reduced-price quotations will be conducted based on the initial offer, with the specific number of rounds determined by the bidding panel according to the actual circumstances.
5. Award Determination: This selection process will follow a tendering‑based approach. The selection panel will open the Response Documents on-site and, in accordance with the Scoring Criteria (see Appendix 2) and the on‑site quotations, assign comprehensive scores to eligible respondents. Candidates will be ranked in descending order of their total scores, and the highest‑scoring candidate will be awarded the contract. If the top‑ranked candidate voluntarily forfeits the award, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy.
