To diversify the commercial offerings of the 2026 Asilisi Torch Carnival Season and ensure adequate food and beverage services for visitors, and in accordance with the principles of fairness, openness, and impartiality, we are now conducting a public auction for stall spaces in the two major food zones of this year’s Torch Carnival. Relevant details are announced as follows:
      I. Basic Information on the Auction Booth
1. Welcome Gate Food Zone
There are a total of 24 truss‑type booths, each measuring 3m × 6m.
Included: basic lighting, one 3000W power strip, and a tap water connection.
2. Indoor Food Zone in the Main Hall’s Central Corridor
There are a total of 28 standard indoor booths, with each vendor’s operating area measuring 4m × 3m. A unified public dining area of 728㎡ is provided, fully equipped with tables and chairs.
Included: basic lighting, one 3000W power strip, and a tap water connection.
      II. Rules for Competitive Rental Pricing
1. Unified bidding standards for both types of stalls: the starting price for each stall is RMB 500.00, with a maximum price cap of RMB 3,000.00.
2. Bidding Increment Rules: Each bid must increase in increments of RMB 100; only whole multiples of RMB 100 are permitted as bid increments, and fractional amounts will not be accepted.
3. The winning bid price for this auction includes water, electricity, sanitation, and management fees; tenants are not required to pay any additional charges.
4. Transaction Determination: On-site ascending-bid auction—highest bidder wins, pays on the spot, and signs the agreement.
5. Maximum Price‑Equal‑Bid Rule: If the bidding for the same stall reaches the maximum price of RMB 3,000, and multiple prospective lessees on site all accept this ceiling price, the final tenant shall be determined by drawing lots on the spot.
      III. Schedule
1. Registration Period: From the date of this announcement until 9:00 a.m. on July 22, 2026. Regular office hours are 8:30 a.m. to 5:30 p.m. Only on-site registration will be accepted; telephone and online registrations will not be processed.
2. On-site public auction time: 9:00 a.m., July 22, 2026
3. Registration and Bidding Location: First Floor, Asilixi Grand Theater (next to the Convention and Exhibition Center, Qijiawan Subdistrict, Hezhang County)
      IV. Registration and Participation Requirements
1. Eligible bidders: Natural persons with full civil capacity, legally registered individual business households, and catering operators are all eligible to register.
2. Operational Requirements: Only compliant specialty dining and snack‑type businesses are permitted; the sale of flammable, explosive, highly polluting, or otherwise prohibited or illegal products is strictly forbidden. All tenants must comply with on‑site unified management and implement all applicable regulations regarding food safety, environmental hygiene, and fire safety.
3. Auction Guidelines: Prospective tenants may conduct an on-site inspection of the premises in advance. By registering, they are deemed to have acknowledged the current condition of the stall and all rules governing this rental auction. Upon successful bidding, tenants must pay on the spot the applicable fees for water, electricity, sanitation, and management, and sign the Transaction Confirmation. Failure to pay the required fees and sign the confirmation on site will be considered an automatic waiver of the winning bid, with the tenant obligated to vacate the premises promptly as required and barred from participating in any subsequent commercial‑space auctions.
