To further standardize the operation and management of the scenic area and ensure the orderly conduct of all business activities, we are now inviting applications from service providers for cleaning services. We cordially invite qualified and reputable service providers to participate.
      I. Basic Project Information
1. Purchaser: Guizhou Wujie Jiucaiping Tourism Development Co., Ltd.
2. Project Name: Procurement Project for Cleaning Services at the Jiucaiping Scenic Area in Asilixi
3. Scope of Services: In accordance with the purchaser’s requirements, the contractor shall be responsible for routine cleaning, waste removal, and other environmental sanitation services in areas such as the east and west parking lots and restrooms, as well as security patrols.
4. Procurement budget: RMB 480,000
5. Service Location: Jiucaiping Scenic Area, Xingfa Township, Hezhang County
6. Service Period: Peak season of the scenic area (estimated 80 days)
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The respondent must be a legally registered legal entity or other organization established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liability. Its business scope must include labor services.
2. Possess a good record of lawful payment of taxes and social security contributions, and shall provide a commitment letter stamped with the official seal.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub-subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Other Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, different entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The respondent shall arrange for workers’ compensation and other relevant insurance coverage for the cleaning staff.
3. The respondent shall designate at least one management personnel to organize staff in carrying out the relevant services, with a team size of 45–60 persons.
4. The respondent shall bear the costs of the relevant staff’s attire.
5. All documents submitted by the respondent must be true and valid. In the event of any false information, the purchaser reserves the right to disqualify the respondent from participation and from being awarded the contract, and to pursue legal liability.
      IV. Channels for Announcements and Result Publication
All important information, including the project tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. Bidders are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
For detailed requirements, please refer to the attachment to this announcement; all respondents are requested to download and review it themselves.
      VI. Registration and Submission Arrangements for Response Documents
(1) On-site Registration
1. Registration period: From July 18, 2026, to 5:00 PM on July 20, 2026.
2. Registration Location: Hezhang County Jiucaiping Scenic Area Office.
3. Application Documents: ① Power of Attorney for the Legal Representative (1 original, affixed with the official seal); ② Copy of Business License (1 copy, affixed with the official seal).
(II) Submission of Response Documents
1. Submission Deadline: Before 9:00 a.m. on July 21, 2026. Submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid.
2. Submission Location: Hezhang County Jiucaiping Scenic Area Office.
      VII. Campaign Arrangements
1. Election Date: July 21, 2026, 10:00 AM.
2. Campaign venue: Conference Room, Jiucaiping Scenic Area, Hezhang County.
3. Election Rules: This election will be conducted in accordance with a tendering procedure, provided that the number of valid bidders who pass the eligibility review is no fewer than three.
4. Quotation Method: Respondents must bind the duly completed “Basic Quotation Form” into the “Response Document” (and ensure it is securely sealed as required). The bidding panel will open and review it on-site, and on-site pricing will be conducted in an unspecified sequence.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The Selection Committee will open the Response Documents on-site and, based on the submitted quotations and in accordance with the Scoring Criteria (see Annex 2 to this notice), will assign comprehensive scores to eligible respondents. Candidates will be ranked in descending order of their total scores, and the highest‑scoring candidate will be awarded the contract. If the top‑ranked successful candidate voluntarily relinquishes the right to the contract, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy.
