To diversify the commercial offerings at the Ertaipo Scenic Area, enhance ancillary services that encourage secondary spending, and elevate both the visitor experience and overall consumption, and in accordance with the principles of fairness, impartiality, and transparency, we are now launching a public tender for the leasing and investment of the following premises: the Yelang Bazaar shops at the Ertaipo Resort Hotel, the Grassland Mini‑Market container‑style shops, and the Grassland Mini‑Market preservative‑treated timber‑frame shops. Details of this leasing process are hereby announced as follows:
1.1 Name of the Competitive Rental
Public Tender for Leasing Commercial Premises at the Ertaipo Scenic Area, Axi Lixi Grassland Tourism Development Co., Ltd., Hezhang County
1.2 Lease Auction Details
This auction includes three types of commercial premises within the Ertaipo Scenic Area, namely: standard shops at the Yelang Bazaar in the resort hotel; container‑style shops at the Grassland Mini‑Market; and防腐木 (preservative‑treated wood) structure shops at the Grassland Mini‑Market. The area, starting bid price, lease term, and scope of business for each type of shop are clearly specified as follows:

1.2.1 The Yelang Market comprises a total of 20 shops, including 4 shops measuring 23㎡ each and 16 shops measuring 46㎡ each; the Caoyuan Xiaoji container shops number 15; and the Caoyuan Xiaoji anti-corrosion wooden structures are arranged in groups of five.
1.3 Requirements for Bidders
1.3.1 If the bidder is an individual, they must attend the bidding meeting with their original valid identification document and proof of payment of the bid deposit. If the bidder is a legal entity or an individual business household, they must attend the bidding meeting with the original valid identification document of the legal representative, the original business license, and proof of payment of the bid deposit.
1.3.2 Bidders must strictly comply with the scenic area’s unified operational and management regulations. During the lease term, all leased premises are prohibited from selling, displaying, or promoting kite-related products in any form, and no disguised activities related to such products may be conducted.
1.3.3 All leased commercial premises that have been awarded through the bidding process—including those at Yelang Bazaar, the Grassland Mini‑Market container units, and the wooden‑structure shops—must strictly adhere to the scenic area’s unified standards for canopies, storefronts, price‑display signs, business signage, exterior‑facade elements, and external decorations. Standardization of dimensions, styles, and colors is mandatory, and any unauthorized construction, modification, or alteration of appearance, color scheme, or structural layout is strictly prohibited.
1.3.4 The grassland‑style commercial units constructed with preservative‑treated wood shall be subject to group‑wide bidding and leasing; individual storefronts may not be bid on or leased separately. The successful bidder shall operate the premises as a whole and manage them under a unified framework, and shall not sublet or partition the space without authorization.
1.4 Registration and Deposit Payment
Bidders must complete registration at the Ertaipo Scenic Area Office between July 12 and July 15, 2026, from 9:00 a.m. to 12:00 p.m., and pay the bid deposit. Deposit amounts are as follows: RMB 5,000 per shop in the Yelang Bazaar; RMB 5,000 per container unit in the Grassland Mini‑Market; and RMB 20,000 per set of anti‑corrosion wooden‑structure shops in the Grassland Mini‑Market.

      Chapter 2: Guidelines for Competitive Bidding
2.1 General Provisions
2.1.1 This “Bidding Plan for Rental of Commercial Premises at Ertaipo Scenic Area” is formulated by Hezhang County Asilixi Grassland Tourism Development Co., Ltd. The current commercial‑premises rental tender is open to the public, with no restrictions based on village residency or geographic location. Any eligible natural persons, individual business households, or legal entities may voluntarily register to participate in the bidding, and the entire process will adhere to the principles of openness, fairness, and impartiality.
2.1.2 All bidders shall strictly comply with the relevant regulations governing this bidding process, fully accept all provisions of this plan, and participate in the bidding, fulfill their obligations, and assume the corresponding responsibilities as required.
2.1.3 Bidders shall remit the full amount of the bid deposit within the prescribed time limit. The deposits of unsuccessful bidders will be refunded without interest within three business days following the conclusion of the bidding session. For the successful bidder, the deposit will be applied directly toward the rental payment and performance bond upon execution of the lease agreement; any shortfall must be paid in a lump sum at the time of signing. In any of the following circumstances, the deposit will not be refunded:
(1) The bidder has engaged in illegal, non-compliant, or disciplinary-violating conduct during the bidding process;
(2) Where the current bidding session cannot proceed as scheduled due to reasons attributable to the bidder;
(3) After the bidding meeting has officially commenced, any bidder who leaves the venue without authorization or withdraws from the bidding;
(4) Bidders who submit false information to participate in the bidding or engage in fraudulent practices to obtain contract award;
(5) After the transaction is concluded, failing to sign the lease agreement within the prescribed time limit due to one’s own reasons.
2.1.4 After a successful bidder obtains the right to lease and operate a shop, unauthorized subletting or lending of the premises to others for operation is strictly prohibited. Wooden‑frame shops in Caoyuan Xiaoji are expressly forbidden from being divided or sublet; for all other shops, if there is a genuine need for special subletting, prior written notification must be submitted to the scenic area company. Subletting shall only be permitted upon approval following review by the company and the execution of the relevant agreement.
2.1.5 During the term of operation, if the successful bidder violates the scenic area’s business‑type management regulations by privately selling or peddling kite‑related products, or by engaging in prohibited business activities, the scenic area shall have the right to hold the bidder accountable in accordance with applicable rules and terminate the lease agreement.
2.1.6 If the successful bidder fails to install shopfronts, signage, and exterior‑facade elements in accordance with the scenic area’s unified standards, or if they arbitrarily construct, alter the exterior appearance, modify the style, color scheme, or structural integrity, the scenic area reserves the right to order rectification within a specified timeframe. Failure to comply will result in enforcement in accordance with applicable regulations and termination of the contract.
      Chapter 3: Principles and Disciplines of Transactions
3.1 Principles of Transaction
3.1.1 This commercial space rental auction shall be conducted in accordance with the principles of openness and fairness through competitive bidding. The highest bidder for each individual unit, location, or group of units shall be designated as the successful lessee. If no bids are received for a particular lot, it shall be deemed unsold. If only one bidder registers, a lease agreement shall be executed directly at the lot’s reserve price.
3.1.2 If the highest‑ranking bidder voluntarily forfeits their right to the lease or refuses to sign the contract, their bid deposit shall be forfeited, and the right to the lease shall pass in order to the next highest‑ranking bidder, and so on.
3.1.3 In the event of any of the following circumstances, this leasing auction shall be suspended:
(1) Any illegal or non-compliant conduct that undermines the fairness and impartiality of the bidding process;
(2) In the event of a major objective unforeseen circumstance, this competitive leasing assignment shall be canceled.
3.2 Bidding Discipline
3.2.1 This leasing tender process is conducted in strict compliance with applicable laws and regulations, upholding the principles of fairness, impartiality, merit-based selection, and confidentiality, and is carried out in a standardized and transparent manner throughout.
3.2.2 The bidding meeting shall be chaired by a designated representative of Hezhang County Asilixi Grassland Tourism Development Co., Ltd., whose primary responsibilities include: confirming the final successful bidder, documenting the entire proceedings, and reporting any instances of improper interference with the bidding process.
3.3 Venue Guidelines
3.3.1 All participating bidders must arrive on time to sign in and take their seats in an orderly manner, and strictly comply with the instructions and arrangements of the on-site staff.
3.3.2 The venue must remain quiet and orderly throughout the event; loud talking, unauthorized seat changes, and frequent entry or exit are prohibited.
3.3.3 Participants are prohibited from whispering or engaging in private collusion to fix prices, and any behavior that disrupts the normal bidding process is strictly forbidden.
3.3.4 Private audio and video recording are prohibited within the venue; mobile phone calls must be conducted outside the premises, and any disruption of venue秩序 is strictly forbidden.
      Chapter 4: Competitive Bidding Procedure
4.1 Upon arrival, attendees shall complete identity verification and sign in, then take their seats in the designated areas.
4.2 The moderator announced the official commencement of the second Taipo Scenic Area commercial space lease bidding meeting.
4.3 The moderator briefly introduces the basic information of the various commercial spaces up for lease, the bidding rules, the required business formats, and the venue’s code of conduct.
4.4 The list of bidders who have submitted valid applications will be publicly posted on-site.
4.5 Staff shall conduct on-site eligibility verification, examining the bidders’ identification cards, proof of deposit payment, and other relevant documents.
4.6 Bidding Rules: In this round, bids shall be based on the reserve price applicable to each type of shop; only bids equal to or exceeding the reserve price will be deemed valid. For shops at the Yelang Market and the Grassland Small‑Market container units, the minimum bid increment per round shall not be less than RMB 500; for the wooden‑structure shop clusters at the Grassland Small‑Market, the minimum bid increment per round shall not be less than RMB 1,000. Any bid below the prescribed increment shall be considered invalid, and the highest final bid shall determine the successful bidder for the respective lot.
4.7 Determination of the Winning Bidder: Staff shall tally the final bids for each shop lot, and the bidding results shall be confirmed by the signatures of both the representative of the bidding unit and the winning bidder.
4.8 The host announces the conclusion of this bidding session.
4.9 Notice of Award: Upon confirmation of the bidding results, the Company shall issue a written “Notice of Award” to the successful bidder. The successful bidder shall, within three business days, present the Notice of Award together with the bank’s payment receipt to the scenic‑area company to sign the lease agreement, which shall be effective from July 17, 2026, to October 17, 2026. If the successful bidder unreasonably forfeits their award or refuses to sign the contract, the Company shall be entitled to retain the security deposit and pursue legal liability for breach of contract.
      Chapter 5: Principal Terms of the Contract
5.1 Within one business day of receiving the “Transaction Confirmation Letter,” the successful bidder shall pay the full rental fee for the relevant premises and enter into a formal lease agreement with the company. Failure to sign the contract or make payment by the deadline shall be deemed a voluntary waiver of the winning bid, and the deposit will not be refunded. The company reserves the right to fill the vacancy by sequentially selecting subsequent bidders in descending order of their bid rankings. The lease agreement must be executed in strict compliance with applicable national laws and regulations, as well as the scenic area’s management rules.
5.2 Any matters not expressly addressed herein—such as the rights and obligations of the parties during the lease term, applicable fees, operational standards, unified management of the building façade, day-to-day operational oversight, performance requirements, and liability for breach of contract—shall be determined through mutual consultation between Party A and Party B and incorporated into the lease agreement. In particular, the timber‑frame shops within the Grassland Small Market must strictly comply with the group‑wide operational management requirements and may neither be operated in separate units nor sublet in divided portions.
5.3 For matters not covered in this Agreement, the parties may mutually negotiate and supplement the provisions; any supplementary clauses shall have the same legal effect as the formal lease agreement.
