In accordance with project requirements, we are now publicly soliciting bids for the settlement audit services for Lot 2 of the Haique Tourism‑Driven Poverty Alleviation Demonstration Project. We cordially invite qualified entities possessing the requisite technical expertise, eligibility, and a strong reputation to participate.
I. Basic Project Information
1. Purchaser: Hezhang County Poverty Alleviation and Development Investment Co., Ltd.
2. Project Name: Settlement Audit Services for Lot II of the Haique Tourism Poverty Alleviation Demonstration Site Construction Project
3. Scope of Procurement: Settlement audit for Lot 2 of the Haique Tourism Poverty-Alleviation Demonstration Project, with a total project investment of RMB 126.2051 million. The construction scope includes external access roads to the scenic area and the development of the scenic‑area entrance gateway, among other components.
4. Procurement budget: Not exceeding RMB 120,000.
5. Service Location: Hetzhen Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Twenty (20) calendar days from the date the contract is signed and becomes effective.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes engineering cost consulting and related services.
2. Personnel Requirements: The proposed project manager must be a registered Grade‑I Cost Engineer with an intermediate or higher technical title in civil and architectural engineering. At least two other registered cost engineers, specializing in different disciplines, must also be assigned. All personnel must be registered with the responding entity, and proof of social security contributions for the past three months must be provided.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The service fees for this project shall be borne by the construction contractor.
3. All time references in this election are in Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of results, will be uniformly published on the official website of Guizhou Ashilixi Cultural Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. All respondents are requested to check the website independently; the procuring entity will not issue separate notifications.

      VI. On-site Registration and Submission of Response Documents
(1) On-site Registration
1. Registration period: 9:00 on July 9, 2026, to 17:00 on July 13, 2026.
2. Registration Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center
3. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.
Note: Applications that are not submitted within the prescribed timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 9:30 a.m. on July 14, 2026 (submissions received after the deadline will be rejected by the purchaser and the quotation will be deemed invalid).
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to submit their response documents by mail must ensure delivery to the purchaser no later than 17:00 on July 13, 2026. Any submissions received after this deadline will be rejected by the purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: July 14, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents shall be opened, and among the qualified respondents, the candidates for award shall be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied shall engage in a second round of bidding until a final awardee is determined. Should the candidate ranked first voluntarily forfeit the award, the second- and third-ranked candidates shall be successively invited to fill the vacancy.
