To further standardize the management of state-owned assets and enhance their utilization efficiency, and in accordance with the principles of openness, fairness, and impartiality, our company hereby announces a public tender for the lease of its swimming venues and ancillary facilities, as well as the street‑front premises formerly occupied by the Shishan Hotel. We cordially invite qualified prospective lessees to submit their applications. Details are set out below:
I. Basic Information on the Leased Assets
The assets being leased this time are located in the middle section of Shishan Road, Shuanghe Subdistrict, Hezhang County, and all are state-owned commercial properties.
1. Swimming pool and ancillary facilities: including the pool, changing rooms, showers, restrooms, etc., with a total area of approximately 1,665㎡;
2. The ground-floor street-facing storefronts of the former Shishan Hotel: a total of 6 units, with a combined area of approximately 95.64㎡;
3. Prefabricated temporary housing: approximately 263.04㎡ in area;
The aforementioned assets are being leased as a package, with a minimum annual rental rate of RMB 140,800. The lease term is tentatively set at five years, and the permitted business activities must be consistent with the property’s intended use and applicable industry regulations.
II. Eligibility for Registration and Operational Requirements of the Lessee
(1) Eligibility Requirements for Registration
1. The lessee shall be a corporate legal person duly registered and established in accordance with applicable laws and regulations, holding all required licenses and permits, and remaining in good standing.
2. The entity maintains sound financial health, possesses sufficient financial resources, a strong commercial reputation, and the capacity to fulfill contractual obligations; it has no record of being listed as a discredited party subject to enforcement, no history of material violations of laws or regulations, and no adverse credit records.
3. Comply with the relevant regulations on the management of state‑owned asset leasing, voluntarily accept the lessor’s day‑to‑day supervision, and conduct business in strict accordance with the agreed‑upon use, ensuring legality and compliance.
4. Candidates with relevant experience in pool operations and brick-and-mortar store management will be given priority.
(2) Mandatory Operational Requirements
1. During the lease term, subletting, lending, or partitioning is prohibited; unauthorized alterations to the building’s structural framework, exterior façade, or existing facilities and equipment are not permitted; nor may the designated intended use of the leased asset be changed.
2. Pool operations must strictly comply with safety production management regulations, ensure adequate staffing of safety management personnel, and assign an appropriate number of lifeguards based on the size of the facility.
3. The lessee shall procure, on a unified basis, adequate public liability insurance and venue‑operation accident insurance, with coverage limits of no less than RMB 2 million, and shall submit the insurance certificates to the lessor for record‑keeping.
4. It is strictly prohibited to use the leased premises for any business activities that violate laws and regulations or public order and safety; compliance with relevant provisions on workplace safety, environmental hygiene, and urban appearance management is mandatory.
III. Rental Solicitation Method and Application Procedure
1. Rental Procurement Method: If two or more qualified entities submit intent to apply, the rental will be awarded through an open bidding process, with the highest bidder selected. If only one eligible applicant registers, the transaction will proceed via contractual negotiations following qualification review.
2. Registration Period: From the date of this announcement until May 26, 2026. Applications received after the deadline will not be accepted.
3. Submission of Application Documents (All photocopies must be stamped with the company’s official seal)
(1) A copy of the enterprise’s business license;
(2) A photocopy of the legal representative’s valid identity card.
4. Agreements Related to the Transaction
Upon confirmation of the bidding results, the transaction outcome shall be verified on-site. The lessee shall, within the prescribed time limit, pay in full the performance bond, the first installment of rent, and any other applicable fees, and execute a formal asset lease agreement. Failure to complete the signing and payment procedures by the deadline shall be deemed a voluntary waiver of leasing eligibility, and the lessor shall be entitled to re‑issue the leasing tender.
