In accordance with operational requirements, we are now publicly soliciting bids from the general public for the selection of a geotechnical investigation and foundation testing contractor for the cableway construction project at the Jiucaiping Scenic Area in Axi Lixi. We cordially invite qualified entities possessing the requisite technical expertise, credentials, and an excellent reputation to participate.
    I. Basic Project Information
1. Purchaser: Hezhang Dajiacao Ping Scenic Area Tourism Development Co., Ltd.
2. Project Name: Foundation and Substructure Testing Services for the Asilixi Jiucaiping Scenic Area Cableway Construction Project
3. Scope of Procurement: Foundation and substructure testing required for this project, among other services (see the detailed list of testing items).
4. Procurement budget: Not exceeding RMB 380,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: From the date the contract is signed and becomes effective until the completion of the project.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liability, and whose business scope includes geotechnical testing services for construction engineering quality.
2. Qualification Requirements: Hold a construction engineering quality inspection agency qualification certificate issued by the housing and urban–rural development authority at or above the provincial level, and possess the following specialized qualifications (within their validity period): foundation and groundwork testing, among others.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. Payment Requirements: Payment shall be made in the amount of 80% of the total cost for the completed testing items.
3. Conduct tests and evaluations in accordance with the relevant current national standards, codes, and procedures, and assume responsibility for the test data and conclusions.
4. Ensure that all relevant indicators, including qualifications, personnel, and equipment, are aligned with the requirements of national, industry, and provincial/municipal authorities and fully comply with the aforementioned stipulations.
5. Ensure that testing is conducted promptly throughout the service process, with test data and results issued without delay, so as not to affect the project’s construction schedule.
6. All time references in this election are in Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on May 15, 2026, to 17:00 on May 19, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 9:30 a.m. on May 21, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1216, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to submit their response documents by mail must ensure delivery to the purchaser no later than 17:00 on May 20, 2026. Any submissions received after this deadline will be rejected by the purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election time: May 21, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents will be opened, and among the qualified respondents, the successful candidates will be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied candidates will engage in a second round of bidding until a final successful bidder is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates will step up in turn.
