In accordance with project requirements, we are now publicly soliciting bids from qualified construction firms for the implementation of the trail construction project at Shuanghe Wetland Park in Hezhang County. Construction firms possessing the requisite technical capabilities, meeting the specified qualification criteria, and enjoying an excellent reputation are cordially invited to submit proposals.
      I. Basic Project Information
1. Purchaser: Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd.
2. Project Name: Shuanghe Wetland Park Trail Construction Project in Hezhang County
3. Scope of Procurement: Based on the design drawings provided by the purchaser, construct approximately 292.5 square meters of quartz-plastic walking trails and approximately 210 meters of quartz-plastic guardrails at Shuanghe Wetland Park in Hezhang County (see the Bill of Quantities for details).
4. Project Budget: Not more than RMB 248,000
5. Project Location: Shuanghe Wetland Park, Hezhang County
6. Project Duration: From the date of entry into force of the contract to April 30, 2026.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liability.
2. Qualification requirements for the entity: construction labor service qualification and work safety production license.
3. Must have a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations in business operations over the past three years; a commitment letter stamped with the official company seal must be provided.
7. Not listed on the “Credit China” website (www.creditchina.gov.cn) in the following lists: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” and “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose participation may compromise the fairness of the procurement shall be disqualified from submitting a response. Furthermore, any entities that share the same person in charge or have a controlling or managerial relationship with one another shall not simultaneously submit responses for this project.
2. Payment Terms: 30% of the contract amount shall be paid upon signing the contract; 67% of the contract amount shall be paid upon completion of construction works, acceptance, and handover for use; a 2-year warranty period shall apply, with a retention of 3% of the contract amount, to be refunded upon expiration of the warranty period after deducting any repair costs. (A special VAT invoice must be provided.)
3. Bidders are requested to bring their own USB drives to copy the Bill of Quantities and design drawings for this project when registering.
4. All time references in this election are in Beijing Time.
      IV. Announcement of Candidacy Information
All important information related to this procurement project, including the solicitation announcement and the public notice of the winning bid, will be uniformly published on the official website of Guizhou Asilisi Culture Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). Bidders are requested to monitor the website independently; the procuring entity will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it independently.

Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(2) Submission of Response Documents
1. Submission deadline: before 9:30 on April 24, 2026 (bids submitted after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
      VII. Campaign Arrangements
1. Election Date and Time: April 24, 2026, 10:00;
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: This election campaign shall be conducted only if the number of valid responses that pass the eligibility review is no fewer than three, and all respondents must attend the election meeting in person.
4. Bidding Method: Respondents shall bind the pre-completed and properly filled-out “Basic Quotation Form” into the “Response Document” (which must be securely sealed in accordance with the requirements). The bidding panel will open and review the sealed documents on-site before conducting on-site bidding, with an unspecified number of bidding rounds.
5. Transaction Confirmation: This selection process will follow a tendering and bidding procedure, with the selection panel conducting on-site
The response documents shall be opened, and among the responsive bidders that meet the eligibility requirements, the successful candidates shall be ranked in ascending order based on their on-site bid prices. If several bidders are tied for first place, a second round of bidding shall be conducted among those tied for first place until the final successful bidder is determined. If the bidder ranked first voluntarily forfeits its qualification to win the contract, the second- and third-ranked bidders shall step up in turn to fill the vacancy.
