I. Basic Project Information
1. Purchaser: Bijie Asilixi Advertising & Media Co., Ltd.
2. Project Name: Stage Construction and Stage Design for the 2026 Hezhang County “Cherry Picking Season” Event
3. Scope of Services: Includes comprehensive creative design for the stage, structural assembly, scenic decoration, lighting, sound systems, LED screens, special effects, safety assurance, and end-to-end dismantling and site clearance services. (Work shall be carried out in conjunction with on-site inspection.)
4. Procurement Budget: Not more than RMB 180,000
5. Service Location: Hezhang County, Bijie City, Guizhou Province
6. Term of Service: From the date of contract execution until the conclusion of the event and full restoration of the venue.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liability.
2. The enterprise shall possess relevant professional qualifications in stage construction and scenic design, such as the Comprehensive Technical Qualification for Performing Arts Equipment Installation, the Comprehensive Technical Service Qualification for Scenic Engineering in the Performing Arts Industry, the Professional Qualification for Stage Lighting, Sound Design, Installation, Commissioning, and Stage Construction Services, or the Exhibition Engineering Enterprise Qualification, among others. A photocopy bearing the official company seal must be provided.
3. Must have a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. Within the three years prior to participating in this procurement activity, the bidder shall have no record of material violations of laws and regulations in its business operations and shall submit a commitment letter stamped with the official company seal.
7. Bidders must not be listed on the “Credit China” website (www.creditchina.gov.cn) in the special query sections for “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the query result, stamped with the official seal, must be provided as proof. Any bidder found to be listed on any of these lists shall be disqualified from bidding and shall bear all legal liabilities and consequences arising therefrom.
      III. Relevant Requirements
1. Stage construction period: April 25–30, 2026; event period: May 1–4, 2026; dismantling period: within 3 days after the event concludes.
2. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose participation may compromise the fairness of the procurement shall be disqualified from submitting a response; furthermore, any entities that share the same person in charge or have a controlling or managerial relationship with one another shall not simultaneously submit responses for this project.
3. All time references in this election are in Beijing Time.
      IV. Announcement of Candidacy Information
All critical information related to this procurement project, including the solicitation announcement and the公示 of the solicitation results, will be uniformly published on the official website of Guizhou Asilisi Culture Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All respondents are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in Annex 3 to this announcement; all respondents are requested to download and review it independently.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on April 17, 2026, to 17:00 on April 20, 2026.
2. Application Materials: All materials specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(2) Submission of Response Documents
1. Submission deadline: before 9:30 on April 21, 2026 (bids submitted after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to mail their Response Documents must ensure that such documents are received by the Purchaser no later than 17:00 on April 20, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding bid shall be deemed invalid.
      VII. Campaign Arrangements
1. Election Time: April 21, 2026, 10:00;
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: The prerequisite for conducting this election is that the number of valid responses that pass the eligibility review must be no fewer than three; respondents must attend the election meeting in person.
4. Quotation Method: Respondents shall bind the pre-completed and properly filled-out “Basic Quotation Form” into the “Response Document” (which must be sealed securely in accordance with the requirements). The bidding panel will open and review the sealed documents on-site, and on-the-spot quotations will be conducted in an unspecified number of rounds.
5. Transaction Confirmation: This selection process will follow a tendering and bidding procedure, with the selection panel conducting on-site
The response documents shall be opened, and the eligible respondents shall be comprehensively evaluated in accordance with the on-site quotations and the Scoring Criteria (see Annex 2 to this Notice). The candidates shall be ranked in descending order of their total scores, with the highest-ranked candidate being designated as the successful bidder. If the top-ranked candidate voluntarily relinquishes the right to enter into the contract, the second- and third-ranked candidates shall step up in turn to fill the vacancy.
