In accordance with the project construction requirements, we are now publicly soliciting bids from qualified contractors for the painting works of the cable-rail slide at the Ertaipo Scenic Area. Contractors possessing the requisite technical capabilities, compliance with eligibility criteria, and a strong reputation are cordially invited to submit proposals.
      I. Basic Project Information
1. Purchaser: Hezhang County Asilixi Grassland Tourism Development Co., Ltd.
2. Project Name: Painting Works for the Cable-Driven Slide at Ertaipo Scenic Area
3. Procurement Scope: In accordance with the purchaser’s requirements, complete the painting works for the cableway and rail-slide system at the Er Tai Po Scenic Area (details are provided in the attached list; all bidders are required to conduct on-site inspections independently).
4. Procurement Budget: Not more than RMB 310,000
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within one month from the date the contract is signed and becomes effective.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code and possessing full capacity to independently assume civil liability.
2. Qualification requirements for the entity: construction labor service qualification and work safety production license.
3. Performance Requirements: The bidder must have demonstrated performance in similar construction projects over the past three years and be able to provide relevant contracts or acceptance certificates.
4. A good record of lawful tax payment is required; a commitment letter stamped with the official seal must be provided.
5. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
6. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
7. No significant violations of laws or regulations in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
8. The applicant must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following lists: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose involvement may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, different entities that share the same person in charge or have controlling or management relationships with one another shall not simultaneously submit responses for this project.
2. Payment Terms: Upon signing the contract, 30% of the contract amount shall be paid; upon completion of construction works and acceptance for use, 67% of the contract amount shall be paid; the warranty period is two years, with a retention of 3% of the contract amount, which shall be refunded after deducting any repair costs upon expiration of the warranty period. (A special VAT invoice must be provided.)

      IV. Release of Campaign Information
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Asilisi Culture Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). Bidders are requested to monitor the website independently; the procuring entity will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on April 2, 2026, to 17:00 on April 7, 2026.
2. Application Materials: All materials specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Bidders who choose to mail their Response Documents must ensure that such documents are received by the Purchaser no later than 17:00 on April 8, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding bid shall be deemed invalid.
      VII. Campaign Arrangements
1. Election Date and Time: April 9, 2026, 11:00;
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: The prerequisite for conducting this election is that the number of valid responses that pass the eligibility review must be no fewer than three. Respondents may choose to attend the election meeting in person.
4. Quotation Method: Respondents shall bind the duly completed “Quotation Form” into the “Response Document” (and ensure it is properly sealed in accordance with the requirements), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This selection process will be conducted in accordance with tendering and bidding procedures, with the selection panel conducting on-site
The response documents shall be opened, and among the qualified respondents, the candidates for award shall be ranked in ascending order of their bid prices. If several candidates are tied for first place, the candidate ranked first shall be required to submit a further round of bidding until the final successful bidder is determined. If the candidate ranked first voluntarily forfeits its eligibility to be awarded the contract, the second- and third-ranked candidates shall step up in turn to fill the vacancy.
