In accordance with the project construction requirements, we are now publicly soliciting bids from qualified suppliers for the procurement and installation of additional children’s obstacle-course equipment for the indoor tsunami pool at the water park. Suppliers possessing the requisite technical capabilities, compliance with eligibility criteria, and a strong reputation are cordially invited to participate.
      I. Basic Project Information
1. Procuring Entity: Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd.
2. Project Name: Procurement and Installation of Equipment for Adding a Children’s Obstacle Course to the Indoor Tsunami Pool at the Water Park
3. Procurement Scope: In accordance with the purchaser’s requirements, procure and install equipment for adding a children’s obstacle-course track to the indoor tsunami pool at the water park, including design services.
4. Procurement Budget: Not more than RMB 150,000
5. Service Location: Liuquhe Town, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within one month from the date the contract is signed and becomes effective.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liability, and whose business scope includes the manufacture, sale, installation of amusement equipment, as well as the installation of special equipment and related activities.
2. Must have a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The applicant must not be listed on the “Credit China” website (www.creditchina.gov.cn) in the special query sections for “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose participation may compromise the fairness of the procurement shall be disqualified from submitting a response; furthermore, any entities that share the same person in charge or have a controlling or managerial relationship with one another shall not simultaneously submit responses for this project.
2. Payment Terms: 30% of the contract amount shall be paid upon signing the contract; 50% shall be paid upon mobilization and installation commencement; and 17% shall be paid upon completion of installation, acceptance, and handover for use. A retention of 3% of the contract amount shall be held as a warranty deposit for a period of two years, to be refunded after deducting any repair or other related expenses upon expiration of the warranty period. (A special value-added tax invoice must be provided in accordance with the requirements.)

All important information related to this procurement project, including the tender announcement and the公示 of tender results, will be uniformly published on the official website of Guizhou Asilisi Culture Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). Bidders are requested to monitor the website independently; the procuring entity will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on April 2, 2026, to 17:00 on April 7, 2026.
2. Application Materials: All materials specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Bidders who choose to mail their Response Documents must ensure that such documents are received by the Purchaser no later than 17:00 on April 8, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding bid shall be deemed invalid.
      VII. Campaign Arrangements
1. Election Date and Time: April 9, 2026, 10:00;
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: The prerequisite for conducting this election is that the number of valid responses that pass the eligibility review must be no fewer than three; respondents may attend the election meeting in person.
4. Quotation Method: Respondents shall bind the pre-completed and properly filled-out “Quotation Form” into the “Response Document” (and ensure it is securely sealed in accordance with the requirements). The bidding panel will open the sealed envelope on-site to review the quoted amount.
5. Transaction Confirmation: This selection process will be conducted in accordance with tendering and bidding procedures, with the selection panel conducting on-site
The response documents shall be opened, and among the responsive bidders that meet the eligibility requirements, the successful candidates shall be ranked in ascending order of their bid prices. If several bidders are tied for first place, a re-bidding shall be conducted among those tied for first place until the final successful bidder is determined. If the bidder ranked first voluntarily forfeits its qualification to be the successful bidder, the second- and third-ranked bidders shall step up in turn to fill the vacancy.
