To fully implement the principal responsibility for safe production, strengthen the safety defense line for scenic area operations, effectively safeguard the personal and property safety of tourists, and enhance the standardization and professionalism of scenic area safety management, we are now launching an open procurement process for scenic area safety assessment services. Suppliers meeting the eligibility requirements are welcome to submit their responses.
      I. Basic Project Information
1. Project Name: Procurement Project for Safety Risk Assessment Services for the Jiucaiping Scenic Area
2. Scope of Assessment:
(1) Tourist attractions and recreational activities involved: walking trails, flower sea sightseeing, and passenger cableway.
(2) Supporting Facilities in the Scenic Area: Tourist Service Center, Restrooms, Parking Lot, Sightseeing Bus, Yi People’s Pasture, Passenger Cableway Project, West Gate Service Area, Scenic Walking Trails, Mountain Top Road, Colored Stone Path, and Supporting Infrastructure for Scenic Area Management (including water supply and drainage systems, power supply and distribution systems, fire protection systems, and smart tourism systems—including surveillance systems).
(3) Special equipment in the scenic area: passenger ropeway.
(4) Safety management during the daily operations of the scenic area, etc.
Note: Road safety outside the Asilisi Jiulaiping Scenic Area, as well as planned but unconstructed projects and ongoing projects that have not yet been put into operation, are not within the scope of this assessment.
3. Project Location: Axi Lixi·Jiucaiping Scenic Area, Xingfa Township, Hezhang County
4. Procurement Budget: Not exceeding 60,000 yuan (the quoted price must not exceed this amount).
5. Requirements for Consortium Responses: This project does not accept responses from consortia, and subcontracting or subletting is not permitted.
II. Qualification Requirements for Respondents
1. The respondent must be a legal entity or other organization legally registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and having a business scope that includes safety assessment and related consulting services.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and professional technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. From January 2024 to the present (the past two years), there has been no sub-contracting or illegal subcontracting. A commitment letter stamped with the official company seal must be provided.
5. Over the past three years (counting backward from the date of this announcement), there have been no significant violations of laws or regulations in business operations. A commitment letter stamped with the official company seal must be provided.
6. If the entity is not listed on the “Credit China” website (www.creditchina.gov.cn) in the “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Acts in Government Procurement,” a query screenshot with the official seal affixed must be provided as proof.
        III. Service and Response Specification Requirements
1. Legal entities, other organizations, or individuals with conflicts of interest that may compromise the fairness of the procurement shall not participate in the response. Units whose responsible persons are the same or that have controlling or management relationships with each other shall not simultaneously participate in the response to this project.
2. All materials submitted by the respondent must be genuine and valid. If any false information is found, the purchaser reserves the right to disqualify the respondent from further participation and from winning the bid, and to pursue legal action against the respondent.
      IV. Channels for Announcements and Release of Results
All important information regarding this procurement project, including procurement announcements and公示 of winning bids, will be uniformly published on the official website of Guizhou Axi Lixi Culture and Tourism Investment (Group) Co., Ltd. All respondents are kindly requested to monitor and check the website themselves; the procuring entity will no longer provide separate notifications.

      VI. On-site Registration and Submission of Response Documents Arrangements
(1) On-site Registration

(2) Submission of Response Documents
1. Submission Deadline: Before 5:00 p.m. on February 2, 2026 (Submissions received after the deadline will be rejected by the purchaser and deemed invalid).

    7. Campaign Arrangements
For this campaign, respondents do not need to attend in person; they simply need to submit their response documents—compliant with the requirements and properly sealed—in a timely manner.
1. Campaign period: February 3, 2026, 10:00 AM.
2. Campaign location: Conference Center, Hezhang County, 12th Floor, Conference Room 1233.
3. Campaign Rules: This campaign will be conducted following a bidding-like procedure. A prerequisite for launching the campaign is that the number of valid respondents who pass the qualification review must be no fewer than one.
4. Quotation Method: The respondent shall bind the completed “Quotation” and include it in the “Response Document,” then submit the document to the purchaser on time.
5. Contract Award Determination: The bidding committee will open the “Response Documents” submitted by the bidders and review their quotation sheets. The list of shortlisted candidates will be determined by ranking the bidders according to their final quoted prices, from lowest to highest. If the bidder ranked first voluntarily relinquishes their right to contract award, the second- and third-ranked bidders will step in as substitutes in turn. In the event that multiple bidders tie for first place in the on-site quotation ranking, a subsequent round of on-site quotations will be conducted until the final winning bidder is determined.
