3. This project does not accept joint responses and does not allow subcontracting or transfer.
    2. Qualification Conditions of Bidders
1. A legal entity or organization that is legally registered and validly existing in the People's Republic of China, holds a valid unified social credit code business license, and can independently assume civil liability.
2. Submit a commitment letter with the official seal, stating that you have the necessary equipment and professional technical capabilities to perform the contract.

5. Requirements for Preparation of Response Documents
1. Format of the "Response Document":
(1) The bidder must ensure that all documents and materials in the "Response Document" are true, legal, and valid.
(2) The "Response Document" shall be expressed in Chinese, using the legal units of measurement of the People's Republic of China, A4 paper size, and bound in adhesive binding (loose-leaf binding is not allowed. Drawings, pictures, and product promotional materials are excluded), with numbered pages and clear and readable. The "Response Document" shall indicate the project name, original or copy, etc., and must have the bidder's full name, date, and official seal.

The purchaser has the right to refuse to accept the electronic scanned version of the response documents submitted in advance or overdue, and the quotation is invalid).

      7. Time, place and method of bid opening
1. Time: August 25, 2025, starting at 10:30 a.m.;
2. Location: Conference Room 1233, Main Building, Hezhang County Convention and Exhibition Center;
3. Method: If there are no less than 3 bidders for this project, the bidders shall quote on the basis of no more than 50,000 yuan, and quotations higher than 50,000 yuan shall be deemed invalid. The competitive negotiation team will download and view the PDF format files of the paper version of the "Response Documents" of each bidder in the email axlxlygsgcgs@126.com according to the principle of "the lowest price wins", and evaluate and rank the candidate for the transaction from low to high according to the quotation. If the candidate ranked first gives up, it will be postponed to the second place, and so on, the lowest bidder will be selected as the candidate for the transaction of the project among the qualified bidders.
