(6) This project does not accept joint venture responses, and subcontracting or transfer is not allowed.

III. Qualification Conditions of Bidders
(1) The supplier shall be an independent legal entity registered within the territory of the People's Republic of China;
(2) Have the ability to independently assume civil liability: provide a valid business license (copy with official seal);
(3) Promise to have a good business reputation and a sound financial accounting system (original with official seal);
(4) Provide a letter of commitment to having the necessary equipment and professional technical capabilities to perform the contract;
(5) Within the past three years before participating in this bidding activity, there has been no major illegal record in business activities: provide a written statement of no major illegal record in business activities in the past three years (format self-defined);
(6) Other conditions stipulated by laws and administrative regulations: Bidders must promise that they have not been included in the list of dishonest executors, list of parties involved in major tax violation cases, and list of serious illegal and dishonest behaviors in government procurement in the inquiries from Credit China Website (www.creditchina.gov.cn) and China Government Procurement Website (www.ccgp.gov.cn). If they are included, their bidding qualifications or winning qualifications will be cancelled.
(7) Possess legal real estate price evaluation qualifications registered with the housing and construction department, and be familiar with the market price of Hezhang tourism assets.
      IV. Negotiation Method         
The quotation unit for this project shall not be less than 2 companies. The quoting party shall make a one-time quotation on the basis of not exceeding 30,000 yuan. A quotation higher than 30,000 yuan will be regarded as an invalid quotation. The negotiation team will comprehensively consider the various aspects of the bidding units and select the lowest bidder among the qualified bidders as the candidate for the transaction of the project according to the principle of “the lowest price wins”. If the quotations are the same, the transaction candidate will be determined by lottery.

      VI. Requirements for Compilation and Binding of Response Documents
1. Format of the "Response Document":
(1) The bidder must ensure that all documents and materials in the "Response Document" are true, legal and valid.
(2) The "Response Document" shall be expressed in Chinese, using the legal units of measurement of the People's Republic of China, A4 paper size, and bound in perfect binding (loose-leaf binding is not allowed. Drawings, pictures and product brochures are excluded), with numbered pages and clear and readable. The "Response Document" shall indicate the project name, original or copy, etc., and must have the full name of the bidder, date and official seal.
2. Content of the "Response Document":
(1) The bidder shall submit 1 original and 4 copies of the "Response Document" to the unit when participating in the meeting. The content of the copy shall be copied from the original, and the cover shall be sealed with the official seal of the bidder in a package.
(2) Content of the "Response Document":
① Original of the competitive negotiation commitment letter;
② Original of the quotation commitment letter;
③ Business license. This competitive negotiation requires the bidder to have a legal and valid business license or a legal person certificate of a public institution;
④ Legal representative certificate and legal representative authorization letter. The legal representative who participates in the competitive negotiation shall hold the original of his/her valid ID card, and the legal representative who authorizes the entrusted person to participate in the competitive negotiation shall hold the legal representative authorization letter and the original of his/her valid ID card (the original shall be presented on site, and the copy shall be bound in the "Response Document");
⑤ Not included in the "Credit China" website (www.creditchina.gov.cn) credit service column: untrustworthy executor inquiry, major tax violation case inquiry, government investment promotion serious illegal and dishonest list inquiry and China Government Investment Promotion (www.ccgp.gov.cn): government investment promotion serious illegal and dishonest behavior record list (provide a screenshot of the inquiry page with the company's official seal on site, and another copy bound in the "Response Document");
⑥ Submit a letter of commitment from the enterprise to pay taxes in accordance with the law and affix the official seal;
⑦ A letter of commitment that there has been no major illegal record in business activities in the past three years and affixed with the official seal;
⑧ A letter of commitment to having the necessary equipment and professional technical capabilities to perform the contract;
⑨ Evaluation qualification documents;
      ⑩ Other quoters believe should submit the documents and materials.
      3. Packaging of the "Response Document":
      (1) The bidder shall seal the "Response Document" in one package, and the sealed package shall contain 1 original and 4 copies of the "Response Document;"
      (2) The sealed package shall have the project name, the purchaser's name, and the quoter's name on it. The opening shall be sealed with a seal, and the quoter's official seal shall be affixed on the seal;
      Note: The ID card, power of attorney, and other documents that need to be presented on-site by the quoter's representative will not be sealed. If the response document is not packaged according to the sealing requirements, this unit has the right to refuse to accept it.

      VII. Submission of Response Documents
      1. Submission time:
      (1) Paper version: The sealed response documents shall be submitted to Office 1221, 12th Floor, Main Building, Convention and Exhibition Center, Qijiawan Street, Hezhang County, Bijie City, Guizhou Province before 10:00 on August 22, 2025. (If the quoter chooses to mail the response documents, it must be guaranteed to be sent to the purchaser before 10:00 on August 22, which will be regarded as an invalid quotation if overdue.)
      (2) Electronic scanned version: Scan the paper version of the response document into PDF file format between 10:00 and 10:30 on August 22, 2025 and send it to the email address axlxlygsgcgs@126.com (subject to the email receipt time, the purchaser will reject the submission if the paper version of the response document is not submitted and the electronic scanned version is not sent overdue, and the quotation will be invalid).
      2. Precautions
      (1) Express companies do not deliver mails on Saturdays and Sundays.
