In accordance with relevant national laws and regulations, Jiugushu Hot Spring Resort's health massage/game playing cooperation project will be contracted through open bidding. Units interested in cooperation are welcome to obtain the "Bidding Documents" and participate in the bid opening.
    I. Basic Information
1. Bid Inviter: Guizhou Province Asilisi Hot Spring Tourism Operation Investment Co., Ltd.
2. Project Overview and Summary:
(1) Project Name: Jiugushu Hot Spring Resort Health Massage/Game Playing Cooperation Project.
(2) Project Address: Liuqihe Town, Hezhang County, Guizhou Province.
(3) Project Content: Health massage, game playing.
(4) Cooperation Period: 1 year.
(5) Cooperation Time: July 2025 - July 2026
3. Bidding Conditions: Revenue Sharing Ratio
(1) Basic Commission: 5% commission on the total operating revenue of the project. This will be deducted monthly to cover water, electricity, air conditioning, and laundry expenses.
(2) Revenue Commission:
1. Health Massage (SPA, Massage, Foot Bath, Scrub): No commission if monthly operating revenue is below X yuan; above X yuan, a commission of no less than 15% on the exceeding amount.
2. Game Room, KTV: Commission of no less than 20% on monthly operating revenue.
3. SPA Room/Massage Room: Overnight rooms will have a commission of no less than 25% on monthly operating revenue.

5. Cooperation Method: This project will publicly select partners from the community.
(1) The winning bidder will provide the necessary materials and personnel for operation.
(2) Project Revenue Settlement: Monthly revenue sharing will be settled on the 5th of each month.
6. Bid Bond: Bidders need to pay a bid bond of 10,000 yuan to the bid inviter. The bid bond will be returned to the bidder within 3 working days after the bidding results are announced.
7. This project does not accept joint responses and does not allow subcontracting or transfer of contracts.
      II. Qualification Requirements for Bidders
1. Legal persons or organizations legally registered and existing in the People's Republic of China, holding valid unified social credit codes, and capable of independently assuming civil liability.
2. Letter of commitment with official seal stating no major violations in business activities in the past three years, and proof of good service report.
3. The bidding enterprise (or legal person) is not included in the "Dishonest Executor List", "List of Parties Involved in Major Tax Violations", or "List of Seriously Illegal and Untrustworthy Behaviors in Government Procurement" on the "Credit China" website (www.creditchina.gov.cn); and provide a screenshot with an official seal.
4. Relevant Qualification Requirements:
(1) The business scope of the business license includes health care services.

      III. Bidding Method     
This project adopts the lowest bid price method. The bidding group will comprehensively consider the various aspects of the bidding units and select the bidder with the best offer among the qualified bidders. The number of potential bidders is not limited; they will be ranked directly according to the bidding principles. If a ranked candidate withdraws, the ranking will proceed to the second candidate, and so on.

IV. Other Requirements
1. Bidders are responsible for the equipment and personnel required to operate the project.
2. The winning bidder must strictly abide by relevant national laws and regulations, conduct health massage and game playing business activities, ensure operational safety during the period, and the operating time and various regulations must comply with the management of the bid inviter.
3. Operational Personnel Requirements:
(1) 1 Manager
(2) 2 Cleaning Staff
(3) 4 Service Staff
(4) 7 Technicians (including 3 SPA technicians; 2 foot bath technicians; 2 back scrub technicians)
The salaries of the above personnel will be borne by the cooperating party.
4. Operating Time Requirements:
Operating time is from July 2025 to July 2026
5. If safety or fire accidents occur during the operation of the project by the winning bidder, resulting in casualties among employees or tourists, or penalties from relevant government departments, the winning bidder will bear all legal and economic compensation liabilities.
