      I. Basic Project Information
1. Purchaser: Hezhang County Water Investment and Water Affairs Co., Ltd.
2. Project Name: Water Quality Improvement Project for Faying Village, Baiguo Subdistrict, Hezhang County.
3. Scope of Procurement: Procure and install one set of water treatment equipment with a capacity of 40 t/d (4 t/h), including the construction of the foundation for the equipment. For detailed specifications, please refer to the attached list.
4. Procurement Budget: Not exceeding RMB 280,000 (bids must not exceed this amount).
5. Project Location: Faying Village, Baiguo Subdistrict, Hezhang County.
6. Construction Period: Sixty calendar days from the date of contract signing.
7. Quality and Related Requirements: Complies with relevant national and industry codes, regulations, technical standards, and requirements; the effluent meets the “Hygienic Standard for Drinking Water” (GB 5749-2022).
8. Consortium Submission Requirements: This project does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the unified social credit code, and possessing the capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub‑contracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The applicant must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.

All important information related to this procurement project, including the tender announcement and supplementary notices, will be published exclusively on the official website of Guizhou Ahsilisi Culture & Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Application Documents: Business license, power of attorney, a letter of commitment attesting to a good record of lawful tax payment, a letter of commitment confirming the availability of the equipment and professional technical capabilities necessary to perform the contract, a letter of commitment stating no subcontracting or illegal sub‑contracting in the past two years, a letter of commitment certifying no major violations in business activities over the past three years, and a screenshot of the query results from the “Credit China” website (www.creditchina.gov.cn) showing that the applicant is not listed on the “Discredited Persons Subject to Enforcement,” the “List of Major Tax Law Violators and Discredited Entities,” or the “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” Please scan all application documents, affix the official seal, and send them as a PDF file to the email address 634764151@qq.com.       VII. Campaign Arrangements

3. Election Rules: This election campaign will proceed only if the number of valid responses that pass the eligibility review is no fewer than three.
4. Quotation Method: Respondents shall bind the completed Basic Quotation Form into a sealed response document (which must be securely sealed in accordance with the requirements). The bidding panel will open the response documents on-site, review the basic quotations, and then conduct a single round of on-site bidding.
5. Award of Contract: This selection process will follow a tendering‑based procedure. The selection panel will open the Response Documents on site to review the base quotations. Following a single round of on‑site bidding by each respondent, candidates will be ranked in ascending order of their submitted bid amounts. If the candidate ranked first declines the award, the second‑ and third‑ranked candidates will be successively invited to fill the vacancy.
