To diversify the scenic area’s offerings and enhance the visitor experience, the Ertaipo Scenic Area is now launching an open call for investment in its helicopter‑operated tourism project. Qualified partners with a strong reputation are invited to participate.
      I. Basic Project Information
1. Tendering Entity: Hezhang County Asilixi Grassland Tourism Development Co., Ltd.
2. Investment Projects and Overview:
(1) Project Name: Helicopter Operation Cooperation Project for the Ertaipo Scenic Area in Asilixi
(2) Project Location: Xingfa Township, Hezhang County, Guizhou Province.
(3) Scope of Cooperation: The partner shall deploy at least two aircraft of the following types at the Asilisi’er’i’ertai Scenic Area: Bell 407GXP, Bell 407GXi, Bell 412, Agusta AW119, Agusta AW139, and Airbus H125. For aircraft owned by the partner, a certificate of national registration must be provided; for leased aircraft, a lease agreement must be submitted. The leasing entity may be only one company. In addition, the partner must operate a total of at least three aircraft from any of the aforementioned types, with corresponding certificates of national registration. No unauthorized changes to aircraft type, quantity, or leasing entity shall be made without the prior consent of the investor, and the lease term must be no less than six months.
(4) Term of Cooperation: From early September 2026 to October 2027.
3. Revenue Sharing: The investor shall receive no less than 18% of the helicopter operating revenue (this share ratio will serve as a key consideration in the investment solicitation and negotiation process).
4. Cooperation Arrangement: This project is open to the public for the selection of a partner, with the project developer receiving a proportional share of the project’s operating revenue. The partner shall provide the equipment and personnel necessary for operational commencement.
The settlement date for the project’s operating revenue share is October 8 of the current year (the day following the National Day Golden Week).
5. This project does not accept responses from consortia, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Partners
1. Legal persons and organizations that are duly registered and legally existing in the People’s Republic of China, hold a valid business license with a unified social credit code, and are capable of independently assuming civil liabilities.
2. Relevant qualifications: Possesses a General Aviation Operating Certificate, CCAR‑135 Part C Operational Qualification, and CCAR‑136 Operational Qualification.
3. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Violations and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Other Requirements
1. The procuring entity will give priority to partners with the following track record:
In 2026, the operator shall have achieved at least two helicopter aerial sightseeing services at 4A‑level scenic areas within Guizhou Province (with supporting contracts and on‑site evidence, including photographs and screenshots from video surveillance).
In 2026, the applicant must have at least two emergency rescue projects undertaken within Guizhou Province, supported by copies of relevant documents or contracts issued by people’s governments at or above the county level.
2. The partner shall strictly comply with all applicable national laws and regulations in conducting helicopter‑related business activities, ensure operational safety at all times, and adhere to the operator’s management regarding operating hours and all relevant rules and procedures.
3. Within three business days after the contract is signed, the aircraft shall arrive on site, complete all airspace approval procedures and the relevant formalities with the Civil Aviation Administration, and be fully operational (no extension of this timeframe shall be granted without the prior consent of the investor).
4. In the course of operating its business, if the partner incurs safety or fire‑related accidents resulting in injury or death to employees or visitors, or is subject to penalties imposed by relevant government authorities, the partner shall bear all legal and financial liabilities for compensation.
      IV. Release of Investment Promotion Information
All announcements and other important information related to this investment solicitation will be uniformly published on the official website of Guizhou Ahsilisi Culture & Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All partners are kindly requested to check the website independently; the soliciting party will not issue separate notifications.

3. Determination of the Partner: Candidate partners shall be ranked in descending order according to the profit‑sharing ratios submitted by each respondent. If multiple candidates tie for first place, those tied candidates shall resubmit their profit‑sharing ratios until a partner is selected. Should the candidate ranked first voluntarily relinquish their eligibility, the second‑ and third‑ranked candidates shall step up in turn.
