In accordance with relevant national laws, regulations, and provisions, and taking into account our company’s specific circumstances, we are now publicly soliciting applications from qualified entities to serve as the service provider for our insurance services procurement project. Eligible organizations are invited to submit their applications.
      I. Basic Project Information
1. Purchaser: Guizhou Axi Lixi Cultural Tourism Investment (Group) Co., Ltd.
2. Project Name: Insurance Services Procurement Project
3. Project Scope: The purchaser intends to procure comprehensive property insurance, public liability insurance, and third-party liability insurance for special equipment (details of coverage and other terms are set forth in the list attached as Annex 4 to this announcement).
4. Procurement budget: Not exceeding RMB 500,000.
5. Service Location: Hezhang County, Bijie City, Guizhou Province
6. Term of Service: One year, commencing on the effective date of the contract.
7. Consortium Response Requirements: This project does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The insurer must have the capacity to independently assume civil liability and be legally registered within the territory of the People’s Republic of China, or be a lawful branch thereof (such branch must possess independent contracting and claims‑settlement qualifications and be able to independently bear the civil liabilities associated with this project).
2. Possess a valid “License for Operating Insurance Business” issued by the National Administration of Financial Regulation, with a scope of business that includes the insurance types covered in this procurement.
3. Branches must submit a sole authorization letter from the head office, and only one branch of the same insurance company is permitted to participate in this project’s bidding process.
4. Submit a letter of commitment to lawful tax compliance, affixed with the official company seal.
5. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Major Tax Law Violators and Discredited Entities,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Other Requirements
1. Any legal entity, other organization, or individual that has a conflict of interest with the purchaser and whose impartiality in the procurement process may be compromised shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. During the insurance period, the insurer shall promptly handle any claims arising under the insured risks.
3. The insurance period is from August 2026 to August 2027.
      IV. Channels for Announcements and Result Publication
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in Attachments 1–3 to this announcement; all respondents are requested to download and review them independently.
      VI. Registration and Submission Arrangements for Response Documents
(1) On-site Registration
1. Registration period: From July 28, 2026, to 5:00 PM on July 30, 2026.
2. Registration Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Application Documents: Letter of Authorization from the legal representative (1 original, affixed with the official seal); a copy of the business license (1 copy, affixed with the official seal); and a copy of the license to conduct insurance business (1 copy, affixed with the official seal).
(II) Submission of Response Documents
1. Submission Deadline: Before 9:30 a.m. on July 31, 2026. Submissions received after the deadline will be rejected by the purchaser, and the quotation will be deemed invalid.
2. Submission Location: Room 1223, 12th Floor, Hezhang County Convention and Exhibition Center.
      VII. Campaign Arrangements
1. Election Date and Time: July 31, 2026, 10:00 AM.
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Election Rules: This election will be conducted in accordance with a tendering procedure, provided that the number of valid bidders who pass the eligibility review is no fewer than one.
4. Quotation Method: At the site, multiple rounds of descending-price quotations will be conducted based on the initial quotation. The specific number of quotation rounds will be determined by the bidding team according to the on-site pricing situation. The respondent’s initial quotation shall be governed by the submitted “Basic Quotation Document” (respondents will be ranked in ascending order of their initial quotation amounts; the initial on-site quotation shall not exceed the initial quotation of the highest-ranked respondent).
5. Award Determination: The bidding panel will follow a tendering‑procurement procedure, selecting the winning candidate(s) based on the final on‑site bids submitted by the respondents, ranked from lowest to highest. If the top‑ranked bidder voluntarily forfeits its eligibility to be awarded, the second‑ and third‑ranked bidders will be successively invited to fill the vacancy. In the event of a tie for first place among multiple respondents, an additional round of on‑site bidding will be conducted until a definitive winner is determined.
