To enrich the commercial offerings at the Ertaipo Scenic Area, enhance ancillary services to support secondary consumption, and elevate both the visitor experience and spending opportunities, and in accordance with the principles of fairness, impartiality, and transparency, we are now inviting public bids for the rental of the following premises: the Yelang Bazaar shops at the Ertaipo Resort Hotel, the grassland‑style container shops at the Grassland Small Market, and the preservative‑treated wooden‑structure shops at the Grassland Small Market. Details of this bidding process are hereby announced as follows:
I. Lease Bidding Details
This auction includes three types of commercial premises within the Ertaipo Scenic Area: standard shops at the Yelang Bazaar in the resort hotel, container‑style shops at the Grassland Small Market, and防腐木 (preservative‑treated wood) structure shops at the Grassland Small Market. The area, starting bid price, lease term, and scope of business for each type of shop are as follows:

The Yelang Market comprises a total of 20 shops: four 23㎡ units and sixteen 46㎡ units. The Grassland Mini-Market features 15 container‑style shops, while the Grassland Mini-Market’s treated‑wood structures are arranged in groups of five.
II. Requirements for Bidders
1. If the bidder is an individual, they must present their original valid ID card and proof of payment of the bid deposit to attend the bidding meeting. If the bidder is a legal entity or an individual business, they must present the original valid ID card of the legal representative, the original business license, and proof of payment of the bid deposit to attend the bidding meeting.
2. Bidders must strictly comply with the scenic area’s unified management and operational regulations. During the term of the lease, all leased premises are prohibited from selling, displaying, or promoting kite‑related products in any form, and no disguised activities related to such products may be conducted.
3. All leased commercial premises that have been awarded through the bidding process—including those at the Yelang Bazaar, the Grassland Mini‑Market container units, and the wooden‑structure shops—must strictly adhere to the scenic area’s unified standards for canopies, storefronts, price‑display signs, business signage, exterior‑facade elements, and external decorations. Standardization of specifications, styles, and colors is mandatory, and any unauthorized construction, modification, or alteration of appearance, color scheme, or structural layout is strictly prohibited.
4. For the wooden‑structured shops in the Grassland Small Complex, bidding and leasing will be conducted on a whole‑group basis; individual storefronts will not be offered for separate bidding or leasing. The successful bidder shall operate the premises as a unified whole and manage them under a single, integrated framework, and may not subdivide or sublease the space without authorization.
III. Registration and Deposit Payment
1. Registration period: July 21 to July 23, 2026, until 6:00 p.m.;
2. Registration Location: Ertaipo Scenic Area Office.
3. Payment of the Security Deposit: The competitive rental deposit shall be paid upon completion of registration.
4. Security Deposit Standards: RMB 5,000 per shop at the Yelang Market; RMB 5,000 per container unit at the Grassland Mini-Market; RMB 5,000 per complete set of wooden‑structure shops at the Grassland Mini-Market.
IV. Bidding Time, Venue, and Inquiry Phone Number

V. Notice on Competitive Bidding for Lease
1. This announcement is issued by Hezhang County Asilixi Grassland Tourism Development Co., Ltd. The current commercial space lease tender is open to the public, with no restrictions based on village residency or geographic location. Any eligible natural persons, individual business households, or legal entities may voluntarily register to participate in the bidding, and the entire process will adhere to the principles of openness, fairness, and impartiality.
2. All bidders shall strictly comply with the relevant regulations governing this bidding process, fully accept all provisions of this plan, and participate in the bidding, fulfill their obligations, and assume the corresponding responsibilities as required.
3. Bidders must pay the full amount of the bid deposit within the prescribed time limit. The deposits of unsuccessful bidders will be refunded without interest within three business days after the conclusion of the bidding session. For the successful bidder, the deposit will be applied directly toward the rental payment and the performance bond upon signing the lease agreement; any shortfall must be paid in a lump sum at the time of signing. In any of the following circumstances, the deposit will not be refunded:
(1) The bidder engages in illegal, non-compliant, or disciplinary-violating conduct during the bidding process;
(2) Where the current bidding session cannot proceed as scheduled due to reasons attributable to the bidder;
(3) After the bidding meeting has officially commenced, any bidder who leaves the venue without authorization or withdraws from the bidding;
(4) Bidders who submit false information to participate in the bidding or engage in fraudulent practices to obtain contract award;
(5) After the transaction is concluded, failing to sign the lease agreement within the prescribed time limit due to one’s own reasons.
4. Once a successful bidder obtains the right to lease and operate a shop, unauthorized subletting or transfer of the business to others is strictly prohibited. Wooden‑frame shops in Caoyuan Xiaoji are expressly forbidden from being divided or sublet; for all other shops, if there is a genuine need for special subletting, prior written notification must be submitted to the scenic area company. Subletting shall only be permitted after the company has reviewed and approved the request and a relevant agreement has been executed.
5. During the term of the lease, if the successful bidder violates the scenic area’s regulations on business‑type management by privately selling or peddling kite‑related products, or by operating prohibited business types in violation of the rules, the scenic area reserves the right to hold the bidder accountable and terminate the lease agreement in accordance with applicable provisions.
6. If the successful bidder fails to install shopfronts, signage, and exterior‑facade elements in accordance with the scenic area’s unified standards, or if they erect unauthorized structures, alter the exterior appearance, or modify the style, color scheme, or structural integrity, the scenic area reserves the right to order corrective action within a specified timeframe. Failure to comply will result in enforcement measures as prescribed by regulations and termination of the contract.
VI. Principles and Disciplinary Rules for Transactions
1. Principle of Transaction
(1) This commercial space rental auction will be conducted in accordance with the principles of openness and fairness through competitive bidding. The highest bidder for each individual unit, space, or group of spaces shall be designated as the successful lessee. If no bids are received for a particular lot, it will be deemed unsold. If only one bidder registers, a lease agreement will be executed directly at the lot’s reserve price.
(2) If the highest‑ranking bidder voluntarily relinquishes their right to the lease or refuses to sign the contract, their bid deposit shall be forfeited, and the right to conclude the lease shall pass in turn to the next highest‑ranking bidder, and so on.
(3) This leasing auction shall be suspended if any of the following circumstances occur:
Any illegal or non-compliant conduct that undermines the fairness and impartiality of the bidding process;
A major objective event has occurred, resulting in the cancellation of this leasing tender.
2. Bidding Discipline
(1) This leasing tender process is conducted in strict compliance with applicable laws and regulations, upholding the principles of fairness, impartiality, merit-based selection, and confidentiality, and is carried out in a standardized and transparent manner throughout.
(2) The bidding meeting shall be chaired by a designated representative of Hezhang County Asilixi Grassland Tourism Development Co., Ltd., whose primary responsibilities include: confirming the final successful bidder, recording the entire proceedings, and reporting any instances of improper interference with the bidding process.
(3) Venue Guidelines
All participating bidders are required to arrive on time to sign in, take their seats in an orderly manner, and strictly comply with the instructions and arrangements of the on-site staff.
The venue will remain quiet and orderly throughout; loud talking, unauthorized seat changes, and frequent entry or exit are prohibited.
Participants are prohibited from whispering or colluding privately to fix prices, and any behavior that disrupts the normal bidding process is strictly forbidden.
Recording audio or video is prohibited inside the venue; mobile phone calls must be made outside. Disrupting the order of the venue is strictly forbidden.
VII. Bidding Procedure
1. Upon arrival, attendees shall complete identity verification and sign in, then take their seats in the designated areas.
2. The host announced the official commencement of the second Taipo Scenic Area commercial space leasing auction.
3. The moderator briefly introduces the basic details of the various commercial spaces up for lease, the bidding rules, the required business formats, and the venue’s code of conduct.
4. The list of bidders who have validly registered for this auction will be publicly posted on-site.
5. Staff will conduct on-site eligibility verification, checking the bidders’ identification cards, proof of deposit payment, and other relevant documents.
6. Bidding Rules: In this round, bids shall be based on the reserve price for each type of shop; only bids equal to or exceeding the reserve price will be deemed valid. For shops at Yelang Market and container‑style shops at Caoyuan Xiaoji, the minimum bid increment per round shall be no less than RMB 500; for wooden‑structure shop units in the Caoyuan Xiaoji complex, the minimum bid increment per round shall be no less than RMB 1,000. Any bid below the prescribed increment shall be considered invalid. The highest final bid shall determine the successful bidder for the respective lot.
7. Determination of the Winning Bidder: Staff shall tally the final bids for each shop lot, and the bidding results shall be confirmed by the signatures of both the representative of the bidding unit and the winning bidder.
8. The host announces the conclusion of this bidding session.
9. Notice of Transaction: Upon confirmation of the bidding results, the company will issue a written “Transaction Confirmation” to the successful bidder. The successful bidder must, within three business days, present the “Transaction Confirmation” and the bank’s payment receipt to the scenic‑area company to sign the lease agreement and pay the shop security deposit (RMB 5,000 per unit for Yelang Bazaar shops; RMB 5,000 per unit for Grassland Small Market container shops; RMB 20,000 per set for Grassland Small Market wooden‑structure shops). The lease term shall be from July 23, 2026, to May 23, 2027. If the successful bidder unilaterally forfeits their qualification or refuses to sign the contract without justifiable cause, the company reserves the right to confiscate the security deposit and pursue legal liability for breach of contract.
VIII. Other Requirements
1. Within three business days of receiving the “Transaction Confirmation,” the successful bidder shall pay the full rental fee for the designated premises and enter into a formal lease agreement with the company. Failure to sign the contract or make payment by the deadline shall be deemed an automatic waiver of the winning bid, and the security deposit will not be refunded. The company reserves the right to select subsequent successful bidders in accordance with the bidding ranking, from highest to lowest. The lease agreement must be executed in strict compliance with applicable national laws and regulations, as well as the scenic area’s management rules.
2. Any matters not expressly addressed herein—such as the rights and obligations of the parties during the lease term, applicable fees, operational standards, unified management of the building façade, day-to-day operational oversight, performance requirements, and liability for breach of contract—shall be determined through mutual consultation between Party A and Party B and incorporated into the lease agreement. In particular, the timber‑frame shops within the Caoyuan Xiaoji complex must strictly comply with the group’s operational management requirements and may neither be operated in separate units nor sublet in divided portions.
3. For matters not covered in this announcement, the parties may, through amicable consultation, supplement it; any supplementary provisions shall have the same legal effect as the formal lease agreement.
