      Guizhou “Roof of the Mountains” Jiucaiping Tourism Development Co., Ltd. intends to lease certain retail outlets within the Jiucaiping Scenic Area through an open competitive bidding process, in accordance with relevant regulations on state‑owned asset management. The specific details of this leasing initiative are hereby announced as follows:

Guided by the principle of high-quality, sustainable development, the scenic area provides merchants with premium operating spaces while meeting visitors’ needs for dining, lodging, transportation, sightseeing, shopping, and entertainment. To ensure the long-term growth of local businesses and prevent over‑reliance on a single type of commerce that could lead to unhealthy competition, the area has implemented a systematic zoning and allocation of commercial functions, offering a diverse range of products and services for customers to choose from. The specific distribution of business types is as follows: West Gate Visitor Center Supermarket (convenience store, retail); West Gate Return‑Route Shops (food and beverage, clothing rental); Summit Small Plaza (food and beverage, convenience store, clothing rental); Cizhugou Shops (food and beverage, clothing rental); Restroom No. 3 Shops (food and beverage, clothing rental); Cable Car Upper‑Station Supermarket (food and beverage, convenience store).
      III. Lease Solicitation Period and Procedures
1. Registration Period: From July 10, 2026, to July 15, 2026, with daily registration hours from 9:00 a.m. to 5:30 p.m.
2. Security Deposits: Upon registration, a bidding deposit of RMB 3,000 must be paid, along with a RMB 10,000 security deposit for the supermarket at the upper station of the cable car. If the bid is unsuccessful, the full amount will be refunded. If the bid is successful, the lessee must sign a shop lease agreement with the scenic area within three days. Should the lessee withdraw from the bid or fail to execute the contract by the agreed-upon deadline due to personal reasons, it shall be deemed a waiver of the lease, and the security deposit will not be refunded. Following a successful bid, the security deposit may be directly applied toward the operating security deposit or used to offset the corresponding portion of the shop’s rent.

4. Auction Date: July 16, 2026.
5. Contract period: July 15, 2026, to May 14, 2027, with a lease term of 10 months. (June and July of each year are designated for building maintenance.)
6. Rental Auction Procedure: The on-site auction method will be used. In the first round, bids shall be based on the reserve price for each storefront or business space; bids equal to or exceeding the reserve price are valid, while those below it are invalid. Each subsequent bid increment must be no less than RMB 1,000.00; any bid below RMB 1,000.00 per increment is invalid. The highest final bid shall determine the successful bidder, whether an individual business operator, a company, or an enterprise. (Note: For the shops at Cizhugou and the shop at Toilet No. 3, each bid increment must be no less than RMB 200.00; any bid below RMB 200.00 per increment is invalid. 7. Tenant Eligibility: This leasing solicitation is open to the public, and eligible organizations or individuals are welcome to register.
      IV. Merchant Guidelines
1. Upon conclusion of the lease agreement, the security deposit paid at the time of registration may be applied as an operating security deposit during the lease term or used to offset the corresponding amount of shop rent. If the tenant operates and manages the premises in compliance with the requirements, the full deposit will be refunded upon lease expiration. Should any violations of applicable regulations occur, the relevant deposit will be deducted in accordance with the list of management‑related matters.
2. Upon signing the contract, the full rent must be paid in advance; utility charges incurred during the lease term may be deducted from the operating security deposit.
3. All leased retail spaces must operate the designated types of merchandise in accordance with the commercial zone’s planned layout. Failure to comply with the prescribed business mix will result in deductions from the security deposit as specified in the Management Checklist, confiscation of any non‑designated goods, and an order to immediately rectify the violation. Should the tenant refuse to comply, their operating license will be revoked, the premises will be unconditionally reclaimed by the scenic area, and no rental fees will be refunded.
4. Private subletting of the shop is strictly prohibited. In the event of unauthorized subletting, the operator’s business qualification will be revoked, and the scenic area reserves the right to reclaim the premises without condition, with no refund of rent. Any disputes or liabilities arising from unauthorized subletting shall be borne solely by the tenant.
5. It is strictly prohibited to alter or renovate shop premises without prior approval from the scenic area. Any unauthorized modifications will result in the tenant being held liable for all losses incurred by the scenic area, as well as the revocation of their operating license. The scenic area reserves the right to reclaim the premises unconditionally, with no refund of rent.
6. After signing a lease agreement with the scenic area, the operator shall independently procure and install the equipment and facilities necessary for operations. Any special renovations or additional equipment must be submitted to the scenic area for approval prior to implementation.
7. Operators’ vehicles must enter and exit the scenic area within the designated time windows; at all other times, vehicles and personnel are prohibited from entering or leaving the scenic‑area gate without authorization. (Delivery vehicles may enter or exit only before 8:00 a.m. and after 7:00 p.m.)
8. Operators shall conscientiously comply with the scenic area’s regulations on production safety, environmental hygiene, and visitor access control, and shall not disrupt the orderly operation of the scenic area.
9. All signage shall adhere to a unified style and material; each merchant must prepare its sign name at the time of contract signing. Any additional advertising for each merchant’s products may be posted only with prior approval from the scenic area. Advertising styles must remain consistent and align with the scenic area’s distinctive character.
10. The scenic area provides training to merchants on daily attire, service attitude, and appropriate language, ensuring an enhanced commercial service image.
11. Merchants must independently obtain the necessary licenses and permits, such as a business license and a health certificate, prior to commencing operations.
12. Products must be clearly priced, with conspicuous price lists displayed. Deceptive or exploitative pricing is prohibited; any violations will be referred to the relevant authorities for enforcement.
13. It is prohibited to set up unauthorized stalls, occupy public thoroughfares for business, or install any additional ancillary facilities that may detract from the scenic area’s image. Violators will be subject to closure by the scenic area in coordination with the relevant authorities, and appropriate accountability measures will be pursued.
