In accordance with project requirements, we are now publicly soliciting bids for the contractor to undertake the renovation of the cafeteria at the Jiugoushui Senior Care Facility in Hezhang County. We cordially invite qualified construction firms with the requisite technical expertise, eligibility, and a strong reputation to participate.
      I. Project Basic Information
1. Purchaser: Guizhou Asilixi Elderly Care Service Co., Ltd.
2. Project Name: Renovation of the Canteen at the Jiugushui Senior Care Building in Hezhang County
3. Scope of Procurement: In accordance with the purchaser’s requirements, undertake the renovation of the canteen at the Jiugushui Senior Care Building in Hezhang County, including demolition of kitchen walls, flooring, and ceilings; tiling of walls and floors; construction of new walls and raised platforms; waterproofing of floors; as well as installation of electrical, plumbing, and kitchen ventilation systems (subject to on-site inspection).
4. Project Budget: Not exceeding RMB 490,000
5. Project Location: Liuquhe Town, Hezhang County
6. Renovation Period: Thirty calendar days from the effective date of the contract.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes architectural decoration and renovation, among other related activities.
2. Grade II or higher professional contracting qualification for architectural decoration and renovation projects, along with a valid safety production license.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. The successful bidder shall arrange for workers’ compensation and other relevant insurance coverage for on-site construction personnel.
3. All time periods referenced in this election are Beijing Time.
IV. Announcement of Election Information
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ashilixi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it themselves.
      VI. On-site Registration and Submission of Response Documents
(1) On-site Registration
1. Registration period: 9:00 AM on July 1, 2026, to 5:00 PM on July 3, 2026.
2. Registration Location: Room 1220, 12th Floor, Hezhang County Convention and Exhibition Center
3. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.
Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 9:30 a.m. on July 6, 2026 (submissions received after the deadline will be rejected by the purchaser and the quotation will be deemed invalid).
2. Submission Location: Room 1216, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to submit their response documents by mail must ensure delivery to the procuring entity no later than 17:00 on July 5, 2026. Any submissions received after this deadline will be rejected by the procuring entity, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: July 6, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required). The bidding panel will open and review it on-site.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents will be opened, and among the eligible respondents, the successful candidates will be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied will engage in a second round of bidding until a final winner is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates will step up in turn.
