In accordance with the project’s construction requirements, we are now publicly soliciting bids for the contractor to carry out the painting works on the cable‑rail slide at the Ertaipo Scenic Area. We cordially invite qualified contractors with the requisite technical expertise, eligibility, and a strong reputation to participate.
      I. Project Basic Information
1. Purchaser: Hezhang County Asilixi Grassland Tourism Development Co., Ltd.
2. Project Name: Painting Works for the Cable-Driven Slide at Ertaipo Scenic Area
3. Scope of Procurement: In accordance with the purchaser’s requirements, complete the painting works for the cable‑rail slide system at Ertaipo Scenic Area (details are set out in the attached list; all bidders are required to conduct their own site inspections).
4. Procurement budget: Not exceeding RMB 330,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within one month from the effective date of the contract.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, and possessing full capacity to independently assume civil liabilities.
2. Qualification requirements for the entity: construction labor service qualification and a safety production license.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. The respondent must obtain workers’ compensation and other relevant insurance for its personnel.
3. Payment Terms: 30% of the contract amount shall be paid upon signing the contract; 67% shall be paid upon completion of construction, acceptance, and handover for use; a 2-year warranty period applies, with a 3% retention as warranty deposit, which will be refunded upon expiration of the warranty period after deducting any repair costs. (A special VAT invoice must be provided.)

      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.

    VI. On-site Registration and Submission of Response Documents
(1) On-site Registration
1. Registration period: 9:00 on June 5, 2026, to 17:00 on June 7, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
(II) Submission of Response Documents
1. Submission deadline: before 9:00 a.m. on June 9, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1217, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to submit their response documents by mail must ensure delivery to the purchaser no later than 17:00 on June 8, 2026. Any submissions received after this deadline will be rejected by the purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: June 9, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
Open the "Response Document". Among respondents who meet the qualification requirements, rank successful candidates by bid amount from lowest to highest. If multiple candidates tie for first place, the tied candidates will re-bid until the final winner is determined. If the top-ranked successful candidate voluntarily forfeits the qualification, the second and then the third candidate will be substituted in order.
