In accordance with the project’s construction requirements, we are now publicly soliciting bids for the painting contract of the outdoor tsunami pool at the water park. We cordially invite service providers that possess the requisite technical expertise, meet the specified qualification criteria, and enjoy a strong reputation to participate.
      I. Basic Project Information
1. Purchaser: Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd.
2. Project Name: Painting Work for the Outdoor Tsunami Pool at the Water Park
3. Scope of Procurement: In accordance with the purchaser’s requirements, complete the painting work for the outdoor tsunami pool at the water park, covering a painted area of 3,500 m² and a sanded area of 600 m².
4. Procurement budget: Not exceeding RMB 252,200; painting unit price not exceeding RMB 52/m²; sanding not exceeding RMB 25/m².
5. Service Location: Liuquhe Town, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within one month from the date the contract is signed and becomes effective.
7. Consortium Response Requirements: This tender does not accept consortium responses, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Qualification requirements for the entity: construction labor service qualification and a safety production license.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, different entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. Payment Terms: Upon completion of the construction works and successful acceptance and handover for use, payment shall be made in a lump sum no later than September 10. The warranty period is two years, with a retention of 3% of the contract amount; such retention will be refunded upon expiration of the warranty period, after deducting any applicable repair costs.
3. All time periods referenced in this election are Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to monitor the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it themselves.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on June 1, 2026, to 17:00 on June 3, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

(II) Submission of Response Documents
1. Submission deadline: before 9:30 a.m. on June 5, 2026 (submissions received after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1216, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Respondents who choose to submit their Response Documents by mail must ensure delivery to the Purchaser no later than 17:00 on June 4, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: June 5, 2026, 10:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid responses that pass the eligibility review is no fewer than three; bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents shall be opened, and among the eligible respondents, the candidates for award shall be ranked in ascending order of their bid amounts. If multiple candidates tie for first place, the candidate at the top of the ranking shall engage in a second round of bidding until the final awardee is determined. Should the candidate ranked first voluntarily relinquish the award, the second- and third-ranked candidates shall be successively invited to fill the vacancy.
