In accordance with operational requirements, we are now publicly soliciting bids from the general public for the replacement of communication cables on the passenger ropeway at the Jiucaiping Scenic Area. We cordially invite qualified entities possessing the requisite technical expertise, credentials, and a strong reputation to participate.
      I. Basic Project Information
1. Purchaser: Guizhou Wujie Jiucaiping Tourism Development Co., Ltd.
2. Project Name: Passenger Cableway Communication Cable Replacement Project at Jiaocaiping Scenic Area
3. Project Scope: Replacement of one communication cable for the passenger ropeway at the Asilixi Jiucaiping Scenic Area, with a length of 1,500 meters. The scope includes removal of the existing communication cable, procurement, installation, segmented tensioning, connection to line supports and station terminals, as well as trial operation of the ropeway.
4. Procurement budget: Not exceeding RMB 378,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: Within 15 days from the date the contract is signed and becomes effective.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Holds a Special Equipment Manufacturing License of the People’s Republic of China, with licensed activities including the installation (and repair) of passenger ropeways, as well as passenger aerial ropeways such as detachable grip ropeways, two‑line reversible ropeways, and single‑line fixed‑grip ropeways.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities that share the same responsible person or have controlling or managerial relationships with one another shall not simultaneously participate in this project’s response.
2. As the replacement of this type of communication cable will involve concurrent operations such as commissioning of the ropeway’s ABB system and the protective devices for the support‑and‑pressure sheave assemblies, priority will be given to potential bidders who can provide relevant contract experience in the installation, replacement, and system commissioning of communication cables dedicated to passenger ropeways.

All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ashilixi Cultural Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on May 29, 2026, to 17:00 on June 2, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

(II) Submission of Response Documents

Note: Respondents who choose to submit their Response Documents by mail must ensure delivery to the procuring entity no later than 17:00 on June 2, 2026. Any submissions received after this deadline will be rejected by the procuring entity, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: June 3, 2026, 11:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid bidders who pass the eligibility review is no fewer than three. Bidders may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents will be opened, and among the eligible respondents, the successful candidates will be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied candidates will engage in a second round of bidding until a final winner is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates will step up in turn.
