In accordance with operational requirements, we are now publicly soliciting applications from qualified entities to undertake the safety inspection and assessment for Phase I of the Kelo Pig Farm Infrastructure Construction Project in Hezhang County. We cordially invite organizations possessing the requisite technical expertise, compliance with eligibility criteria, and a strong reputation to participate.
      I. Project Basic Information
1. Purchaser: Guizhou Munong Agricultural Technology Co., Ltd.
2. Project Name: Safety Inspection and Assessment for the Infrastructure Construction Project (Phase I) of the Kele Pig Farm in Hezhang County
3. Scope of Procurement: Conduct safety inspection and assessment for the six‑story pig houses (including empty‑sow, gestation, lactation, and nursery sections) under the Phase I Infrastructure Construction Project of the Kele Pig Farm in Hezhang County.
4. Procurement budget: Not exceeding RMB 100,000.
5. Service Location: Tiesiang Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: One month from the effective date of the contract.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes construction engineering quality inspection, among other activities.
2. Qualification Requirements: Hold a valid construction engineering quality inspection agency qualification certificate issued by the housing and urban–rural development authority at or above the provincial level, and possess specialized qualifications in areas such as main structural components.
3. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. Conduct tests and evaluations in accordance with the relevant current national standards, codes, and procedures, and assume responsibility for the test data and conclusions.
3. Ensure that all relevant indicators, including qualifications, personnel, and equipment, are aligned with the requirements of national, industry, and provincial/municipal authorities and fully comply with the aforementioned standards.
4. Ensure that testing is conducted promptly throughout the service process and that test data and results are issued without delay, so as not to affect the construction schedule.
5. All time references in this election are in Beijing Time.
      IV. Campaign Information Disclosure
All important information related to this procurement project, including the tender announcement and the公示 of the winning bid results, will be uniformly published on the official website of Guizhou Ahsilisi Culture and Tourism Investment (Group) Co., Ltd. at https://www.ahsilisi.cn. Bidders are requested to check the website independently; the procuring entity will not issue separate notifications.
      V. Requirements for Preparation and Binding of the Response Document

      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on May 27, 2026, to 17:00 on May 29, 2026.
2. Application Documents: All documents specified in the “Respondent Qualification Requirements” section of this announcement.

(II) Submission of Response Documents

Note: Bidders who choose to submit their response documents by mail must ensure that the documents are postmarked no later than 17:00 on June 1, 2026. Any submissions received after this deadline will be rejected by the procuring entity, and the corresponding quotation will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: June 2, 2026, 11:00 AM;
2. Campaign venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Bidding Rules: This bidding process shall proceed only if the number of valid responses that pass the eligibility review is no fewer than three. Respondents may choose to attend the bidding meeting in person.
4. Quotation Method: Respondents must bind the duly completed “Quotation Form” into the “Response Document” (and seal it securely as required), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This bidding process will follow the tendering and procurement procedures, with the bidding panel conducting on-site evaluations.
The response documents will be opened, and among the qualified respondents, the successful candidates will be ranked in ascending order of their bid amounts. If multiple candidates are tied for first place, those tied candidates will engage in a second round of bidding until a final successful bidder is determined. Should the candidate ranked first voluntarily forfeit their eligibility to win, the second- and third-ranked candidates will step up in turn.
