      I. Basic Project Information
1. Tenderer: Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd.
2. Project Name: Dining and Snack Project at Jiugushui Hot Spring Resort
3. Project Location: Jiugushui Hot Spring Resort, Liuquhe Town, Hezhang County
4. Investment Promotion Details
(1) Water Park Food Center: Offers barbecue, snacks, and a cold-drink bar.
(2) Quanwei Restaurant Platform: Includes a cocktail bar, a barbecue bar, and a tea‑brewing‑by‑the‑stove experience.
5. Proportion of Operating Revenue Sharing
(1) Water Park Food Center: Revenue is shared based on the project’s total operating income, with the developer receiving 15% and the partner receiving 85%.
(2) Quanwei Restaurant Platform: Revenue is shared based on the project’s total operating income, with the franchisor receiving 15% and the franchisee receiving 85%.
6. Cooperation Model: The investor and the partner operate under a joint venture arrangement.
7. Term of Cooperation
(1) Water Park Food Center: One year from the effective date of the contract.
(2) Quanwei Restaurant Platform: Three years from the effective date of the contract.
8. Operating Deposit: A deposit of RMB 10,000 must be paid for this project.
9. Investment Restrictions
(1) Water Park Food Center: No investment required.
(2) Quanwei Restaurant Platform: An investment of no less than RMB 150,000 will be allocated to venue design and development, covering elements such as a sky canopy, seating, fencing, signage, lighting, and other facilities.
      II. Qualification Requirements for Partners
1. Legal entities or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code, and possessing full capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. No subcontracting or illegal sub‑contracting activities have occurred in the past two years; a commitment letter stamped with the official seal must be provided.
5. No significant violations of laws or regulations have been recorded in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
6. The entity must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Legal entities, other organizations, or individuals with a conflict of interest that may compromise the fairness of the procurement process shall be disqualified from participating in the response; entities with the same responsible person or those that have a controlling or managerial relationship with one another shall not simultaneously participate in this project’s response.
2. Payment Arrangements: All revenue shall be deposited into a jointly managed account, with both parties jointly overseeing the collection process. Each day, both parties shall reconcile and sign off on the revenue report. By the 5th of each month, the investor shall deduct the applicable share and remit the remaining funds to the partner in proportion to their agreed-upon allocation.
(1) If a partner engages in any of the following business practices, it shall be deemed to be in breach of contract, and the security deposit shall not be refunded:
Unauthorized withdrawal from the site during the contract period;
Using a收款 QR code not designated by the merchant for personal collection;
Engaging in business activities such as “prostitution, gambling, and drug trafficking” that violate national laws and regulations and have been investigated and penalized by the relevant authorities;
Subcontract, assign, or lease the aforementioned business operations and premises to a third party;
3. Personnel and Equipment Requirements During the Partner’s Operation Period:
(1) The partner shall bear all operating expenses within the scope of business stipulated in the contract (excluding utility charges).
(2) If disputes arise due to the partner’s failure to pay wages on time or to procure insurance as required, such matters shall be resolved by the partner independently and shall not involve the investor.
(3) The investor shall be responsible for supervising and inspecting the partner’s business premises with respect to hygiene, cash register operations, and customer service.
(4) The partner shall be responsible for the procurement and installation of the canopy over the outdoor terrace of the water park’s food center and Quanyi Restaurant, as well as all production equipment.
4. Procurement of Consumables: All costs associated with the procurement of supplies and consumables required for the partner’s operations shall be borne by the partner. Within seven days after the contract expires, the partner shall independently remove and dispose of all relevant items; any items not removed by the deadline will be deemed abandoned and disposed of at the sole discretion of the investor.
5. Safety Liability of the Partner: During its operations, if the partner incurs accidents—such as food safety incidents or fire hazards—that result in injury or death to employees or visitors, or if it is subject to penalties imposed by relevant government authorities, the partner shall bear all legal liabilities and financial compensation obligations. Furthermore, should losses be incurred by the investor or any third party due to issues arising from the partner’s operations, the partner shall assume full liability for such damages.
6. Partner operators must obtain the requisite licenses and permits corresponding to their business activities before commencing operations, and all staff members must hold valid health certificates to be employed. They are required to strictly comply with applicable national laws and regulations when conducting secondary‑consumption business activities, ensuring safety, legality, and regulatory compliance throughout the operational period. Operating hours and all internal rules and procedures must be implemented in accordance with the investor’s relevant management policies.
7. All times referenced in this announcement are Beijing Time.
      IV. Release of Investment Promotion Information
All announcements and other important information related to this investment solicitation project will be uniformly published on the official website of Guizhou Ahsilisi Culture & Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All potential partners are kindly requested to check the website independently; the investor will not issue separate notifications.
      V. Preparation of Application Documents
For detailed requirements, please refer to the attachment to this announcement; all partner companies are requested to download and review it themselves.
      VI. On-Site Registration
1. Registration period: 9:00 on May 27, 2026, to 16:00 on June 1, 2026.
2. Registration Location: Hot Spring Center Office, Jiugoushui Hot Spring Resort, Hezhang County
3. Application Documents: All documents specified in the “Qualification Requirements for Partners” section of this announcement.
Note: Applications that are not submitted within the specified timeframe and do not pass the eligibility review will be deemed invalid.
      VII. Campaign Arrangements
1. Election Date: June 2, 2026, 10:00 AM;
2. Election venue: Jiugushui Hot Spring Resort, Hezhang County (subject to the organizer’s official notice);
3. Quotation Method: Each partner shall submit a quotation based on a revenue-sharing ratio not exceeding 85% of the project’s total operating revenue. The quotation letter must be submitted in a sealed envelope together with the registration documents.
4. Collaborative Process: Registration → Document Review → Selective Interviews → Agreement Signing → Preparation and Operations.
