In accordance with project requirements, we are now publicly soliciting applications from qualified entities to serve as the engineering quality inspection agency for the cableway construction project at the Asilixi Jiucaiping Scenic Area. Construction firms possessing the requisite technical capabilities, compliance with eligibility criteria, and an excellent reputation are cordially invited to apply.
      I. Basic Project Information
1. Purchaser: Hezhang Dajiuping Scenic Area Tourism Development Co., Ltd.
2. Project Name: Engineering Quality Inspection Services for the Cableway Construction Project at the Asilixi Jiucaiping Scenic Area
3. Scope of Procurement: General testing, structural testing, material testing, steel structure testing, building energy efficiency testing, and finished-product quality testing required for this project (see the detailed list of testing items).
4. Procurement Budget: Not more than RMB 170,000
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Term of Service: From the date on which the Contract is signed and becomes effective until the completion of the Project.
7. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liability, and whose business scope includes construction project quality inspection services.
2. Qualification Requirements: The applicant shall hold a Construction Project Quality Inspection Agency Qualification Certificate issued by the housing and urban–rural development authority at or above the provincial level, and possess the following specialized qualifications (all within their validity period): testing of construction materials and components, testing of main structural elements and interior finishing works, testing of steel structure projects, and building energy efficiency testing, among others.
3. Must have a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
4. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
5. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
6. No significant violations of laws or regulations have occurred in business operations over the past three years; a commitment letter stamped with the official seal must be provided.
7. Not listed on the “Credit China” website (www.creditchina.gov.cn) in the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the query, stamped with the official seal, must be provided as proof.
      III. Relevant Requirements
1. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose involvement may compromise the fairness of the procurement shall be disqualified from participating in the response. Furthermore, any entities that share the same person in charge or have a controlling or managerial relationship with one another shall not simultaneously submit responses for this project.
2. Payment Requirements: Payment shall be made in the amount of 80% of the total fee for the completed testing items.
3. Conduct tests and evaluations in accordance with the relevant current national standards, codes, and procedures, and assume responsibility for the test data and conclusions.
4. Ensure that all relevant indicators, including qualifications, personnel, and equipment, are aligned with the requirements of national, industry, and provincial/municipal authorities and fully comply with the aforementioned requirements.
5. Ensure that testing is conducted promptly throughout the service process and that test data and results are issued without delay, so as not to affect the construction schedule.
6. All times referenced in this election are Beijing Time.
      IV. Announcement of Candidacy Information
All important information related to this procurement project, including the solicitation announcement and the public notice of the winning bid, will be uniformly published on the official website of Guizhou Asilisi Culture Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All respondents are requested to monitor the website independently; the procuring entity will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
Specific requirements are detailed in the annex to this announcement; all respondents are requested to download and review it independently.
      VI. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on April 28, 2026, to 17:00 on May 6, 2026.
2. Application Materials: All materials specified in the “Qualification Requirements for Respondents” section of this announcement.

(2) Submission of Response Documents
1. Submission deadline: before 9:30 on May 6, 2026 (bids submitted after the deadline will be rejected by the purchaser and deemed invalid);
2. Submission Location: Room 1216, 12th Floor, Hezhang County Convention and Exhibition Center.
Note: Bidders who choose to mail their Response Documents must ensure that such documents are received by the Purchaser no later than 17:00 on May 6, 2026. Any submissions received after this deadline will be rejected by the Purchaser, and the corresponding bid shall be deemed invalid.
      VII. Campaign Arrangements
1. Election Time: May 7, 2026, 10:00;
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center;
3. Election Rules: The prerequisite for conducting this election is that the number of valid responses that pass the eligibility review must be no fewer than three. Respondents may choose to attend the election meeting in person.
4. Quotation Method: Respondents shall bind the duly completed “Quotation Form” into the “Response Document” (and ensure it is properly sealed in accordance with the requirements), which will be opened and reviewed on-site by the bidding committee.
5. Transaction Confirmation: This selection process will follow a tendering and bidding procedure, with the selection panel conducting on-site
The response documents shall be opened, and among the responsive bidders who meet the eligibility requirements, the successful candidates shall be ranked in ascending order of their bid prices. If several bidders are tied for first place, a second round of bidding shall be conducted among those tied for first place until the final successful bidder is determined. If the bidder ranked first voluntarily forfeits its qualification to be the successful bidder, the second- and third-ranked bidders shall step up in turn to fill the vacancy.
