The relevant details are hereby announced as follows, and eligible entities are welcome to actively participate in the bidding.
      I. Basic Project Information
1. Procuring Entity: Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd.
2. Project Name: Procurement of 2025 Financial Audit Services for Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. and Its Subsidiaries and Trust Management Companies
3. Scope of Services: In accordance with applicable laws and regulations, conduct the 2025 financial audit of the Purchaser and its subsidiaries and entrusted management companies (the list is set out in Attachment 1), and issue an audit report.
4. Quality Standards: Comply with relevant national standards, industry standards, local standards, and other applicable standards.
5. Procurement Budget: Not more than RMB 230,000
6. Service Location: Hezhang County, Bijie City, Guizhou Province
7. Term of Service: Within 2 months from the date the contract is signed and becomes effective.
8. Consortium Submission Requirements: This tender does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. Legal persons or other organizations duly registered and established within the territory of the People’s Republic of China, holding a valid business license bearing the Unified Social Credit Code and possessing full capacity to independently assume civil liability. If the Respondent is a branch, it must simultaneously provide the branch’s business license and an authorization letter from the head office (each head office may authorize only one branch to participate in the bidding; simultaneous participation by a head office and its branch is not permitted; otherwise, the responses submitted by all relevant entities shall be deemed invalid).
2. Possession of a practicing certificate for accounting firms issued by the financial authorities is required; a photocopy affixed with the official seal must be provided.
3. Possession of a good business reputation and a sound financial accounting system: Applicants shall submit either the financial audit report for 2024 or 2025, or a credit certificate issued by their primary bank.
4. Possess a good record of lawful tax payment; provide relevant documentation for any three months from January 2025 to the present demonstrating lawful payment of taxes and social security contributions.
5. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
6. No sub-contracting or illegal subcontracting has occurred in the past two years; a commitment letter stamped with the official seal must be provided.
7. Within the three years prior to participation in this procurement activity, the bidder shall have no record of material violations of laws and regulations in its business operations and shall submit a commitment letter stamped with the official company seal.
8. The candidate shall not be listed on the “Credit China” website (www.creditchina.gov.cn) in the special query sections for “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the query result, stamped with the official seal, must be provided as proof. If a candidate is found to be listed on any of the aforementioned lists, its candidacy shall be disqualified, and it shall bear all legal liabilities and consequences arising therefrom.
      III. Relevant Requirements
1. In this procurement project for financial audit services, the procuring entity is Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd., which will centrally organize the procurement, issue the procurement announcement, and carry out the procurement procedures.
2. Upon the conclusion of this project, the successful bidder shall enter into audit service contracts with Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd., Hezhang County Jiucaiping Human Resources Service Co., Ltd., and Hezhang County Hengfeng Agricultural Industry Development (Group) Co., Ltd., all subsidiaries of the Group.
3. The audit service fees shall be borne and paid directly by Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd., Hezhang County Jiucaiping Human Resources Service Co., Ltd., and Hezhang County Hengfeng Agricultural Industry Development (Group) Co., Ltd. Special value-added tax invoices for such fees shall be issued by the auditing service provider separately to Guizhou Asilixi Hot Spring Tourism Operation and Investment Co., Ltd., Hezhang County Jiucaiping Human Resources Service Co., Ltd., and Hezhang County Hengfeng Agricultural Industry Development (Group) Co., Ltd.
4. Guizhou Asilixi Cultural Tourism Investment (Group) Co., Ltd. is solely responsible for the organization of this procurement and shall bear no responsibility for contract performance, payment of fees, or audit results.
5. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose participation may compromise the fairness of the procurement shall be disqualified from submitting a response. Furthermore, any entities that share the same person in charge or have a controlling or managerial relationship with one another shall not simultaneously submit responses for this project.
6. Conduct an audit of the financial statements to assess the purchaser and its company’s financial revenues and expenditures, economic activities, internal controls, risk management, and other related matters; identify existing issues and propose remedial measures; and issue an annual audit report together with a management recommendation letter.

3. Election Rules: This election campaign shall be conducted only if the number of valid responses that pass the eligibility review is no fewer than three; all respondents must attend the election meeting in person.
4. Quotation Method: Respondents shall bind the pre-completed and properly filled-out “Basic Quotation Form” into the “Response Document” (which must be sealed intact in accordance with the requirements). The bidding panel will open and review the sealed documents on-site, and on-the-spot quotations will be conducted in an unspecified number of rounds.

The response documents shall be opened, and a comprehensive score shall be assigned to eligible respondents in accordance with the on-site quotations and the Scoring Criteria (see Annex 2 to this Notice). The candidates shall be ranked in descending order of their total scores, with the highest-ranked candidate being designated as the successful bidder. If the candidate ranked first voluntarily relinquishes the right to enter into the contract, the second- and third-ranked candidates shall step up in turn to fill the vacancy.
