To fully implement the principal responsibility for work safety, fortify the safety operation safeguards for sightseeing vehicle routes within the scenic area, effectively protect the life and property of tourists, and enhance the standardization and professionalization of safety management for these routes, we are hereby publicly soliciting bids for sightseeing vehicle route safety assessment services. Qualified suppliers are invited to submit proposals.
      I. Basic Project Information
1. Project Name: Procurement of Safety Risk Assessment Services for the Sightseeing Bus Operation Routes at Jiucaiping Scenic Area
2. Scope of Assessment: The sightseeing shuttle routes within the Asilixi Jiulaiping Scenic Area (approximately 5 kilometers from the East Gate and approximately 3 kilometers from the West Gate; specific details are to be verified on-site by each supplier).
3. Project Location: Axi Lixi–Jiucaiping Scenic Area, Xingfa Township, Hezhang County
4. Procurement Budget: Not to exceed RMB 10,000 (bids must not exceed this amount).
5. Consortium Submission Requirements: This project does not accept consortium submissions, and subcontracting or assignment is prohibited.
      II. Qualification Requirements for Respondents
1. The Respondent shall be a legal entity or other organization duly registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liability, and having a business scope that includes safety assessment and related consulting services.
2. A good record of lawful tax payment is required; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and specialized technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. From March 2024 to the present (the past two years), there has been no sub-contracting or illegal subcontracting; a commitment letter stamped with the official company seal must be provided.
5. Over the past three years (counting backward from the date of this announcement), there have been no significant violations of laws or regulations in business operations; a commitment letter stamped with the official seal must be provided.
6. The applicant must not be listed on the “Credit China” website (www.creditchina.gov.cn) in any of the following categories: “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Conduct in Government Procurement.” A screenshot of the relevant query, stamped with the official seal, must be provided as proof.
      III. Service and Response Standards
1. Any legal entity, other organization, or individual that has a conflict of interest with the procuring entity and whose involvement may compromise the fairness of the procurement process shall be disqualified from participating in the response. Furthermore, different entities that share the same person in charge or have controlling or management relationships with one another shall not simultaneously submit responses for this project.
2. All materials submitted by the respondent must be true and valid; if any false information is found, the purchaser shall have the right to disqualify the respondent from responding and from being selected as the winning bidder, and to pursue the respondent’s legal liability.
      IV. Channels for Announcements and Release of Results
All important information related to this procurement project, including the procurement announcement and the public notice of the winning bid results, will be uniformly published on the official website of Guizhou Asilixi Culture Tourism Investment (Group) Co., Ltd. Bidders are requested to monitor the website regularly; the procuring entity will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents
The reference template for the Response Document and the relevant requirements are detailed in the annex to this announcement; all respondents are requested to download and review them independently.

1. Submission Deadline: Before 17:00 on March 19, 2026 (bids submitted after the deadline will be rejected by the purchaser and deemed invalid).
2. Submission Location: Office of the Asilixi Jiucaiping Scenic Area, Hezhang County.
    VII. Campaign Arrangements
For this bidding campaign, respondents are not required to attend in person; they may submit a timely, compliant, and properly sealed Response Document.
1. Election Date and Time: March 20, 2026, 10:00 AM.
2. Campaign Venue: Conference Room 1233, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Election Rules: This election campaign will be conducted in accordance with tendering and bidding procedures, provided that the number of valid bidders who pass the qualification review is no fewer than one.
4. Quotation Method: Respondents shall, on time, bind the fully completed “Quotation Form” into the “Response Document” and submit it to the Purchaser.
5. Award of Contract: The bidding committee shall open the Response Documents submitted by the bidders and review the quotation documents, then rank the candidates in order of ascending final quoted prices to determine the shortlist of successful bidders. If the bidder ranked first voluntarily forfeits the right to be awarded the contract, the second- and third-ranked bidders shall be successively selected as substitutes. In the event that multiple bidders are tied for first place in the on-site ranking, a subsequent round of on-site bidding shall be conducted until the final successful bidder is determined.
