To further strengthen the standardized management of labor dispatch employment at Guizhou Axilixi Culture and Tourism Investment (Group) Co., Ltd. (hereinafter referred to as the “Procuring Entity”), scientifically optimize the existing workforce structure, and ensure a stable supply of labor for all business segments, the Procuring Entity has decided to conduct this labor dispatch service procurement through a competitive bidding process. We hereby sincerely invite suppliers with the requisite qualifications and an excellent reputation (hereinafter referred to as the “Respondents”) to actively participate in this response.
      I. Basic Project Information
1. Project Name: Procurement of Labor Dispatch Services
2. Project Overview: The core service scope of this project requires the respondent to precisely align with the purchaser’s actual labor needs across various business areas, including scenic area operations, hotel and guesthouse management, beverage production, and water services. The respondent must strictly adhere to the purchaser’s established salary standards and job-specific employment conditions to complete personnel recruitment, dispatch and onboarding, as well as all subsequent supporting services throughout the entire process. The purchaser will pay the dispatched personnel’s wages and the labor dispatch service fees in accordance with the agreed-upon terms between both parties.
3. Work Location: Within the administrative jurisdiction of Hezhang County
4. Procurement Validity Period: 2 years from the date the contract is signed and becomes effective.
5. Consortium Response Requirements: This project does not accept consortium bids, and subcontracting or assignment of the contract is not permitted.
      2. Qualification Requirements for Respondents
1. The respondent must be a legal entity or other organization that is legally registered and established within the People’s Republic of China, hold a valid business license with a unified social credit code, and possess full capacity to independently bear civil liabilities.
2. Possess a valid “Human Resources Service License” and “Labor Dispatch Business License.”
3. Candidates must have a good record of legally paying taxes and social security contributions, and must provide a commitment letter stamped with the official seal.
4. Possess the equipment and professional technical capabilities necessary to fulfill the contract; a commitment letter stamped with the official company seal must be provided.
5. From March 2024 to the present (over the past two years), there have been no instances of subcontracting or illegal subcontracts; a commitment letter stamped with the official company seal must be provided.
6. Over the past three years (counting backward from the date of publication of this announcement), there have been no major violations of laws or regulations in business operations; a commitment letter bearing the official company seal must be provided.
7. If you are not listed on the “Credit China” website (www.creditchina.gov.cn) under “Persons Subject to Enforcement Who Have Lost Credibility,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Untrustworthy Behaviors in Government Procurement,” you must provide a query screenshot with the official seal affixed as proof.
      3. Service and Response Standards Requirements
1. Legal entities, other organizations, or individuals that have a vested interest with the purchaser and may thereby compromise the fairness of the procurement shall not participate in the response; entities whose responsible persons are the same, or that are under common control or management, shall not simultaneously participate in responding to this project.
2. The respondent must provide comprehensive coverage across all stages of the labor dispatch service process, specifically including but not limited to personnel recruitment and screening, onboarding procedures, labor contract signing, timely salary payments, full contributions to social insurance, and assistance in handling labor disputes, thereby ensuring that the purchaser’s staffing needs are promptly addressed and met.
3. The respondent shall arrange for and pay social insurance contributions for dispatched personnel at the project’s work site, and shall file and pay relevant taxes in accordance with local laws and regulations.
4. All materials submitted by the respondent must be genuine and valid; should any false information be found, the purchaser reserves the right to disqualify the respondent from further participation in the process and from being selected as the winning bidder, and to pursue legal liability accordingly.
      4. Channels for Announcements and Release of Results
All important information regarding this procurement project, including the procurement announcement and the public disclosure of the winning bid results, will be uniformly published on the official website of Guizhou Axilixi Culture & Tourism Investment (Group) Co., Ltd. All respondents are requested to monitor and check the website independently; the purchaser will not provide separate notifications.
      V. Requirements for Preparation and Binding of Response Documents

      VI. Registration and Submission of Response Documents
(1) On-site Registration
1. Registration Period: March 11, 2026 to 5:00 PM on March 13, 2026.
2. Registration Location: Room 1216, 12th Floor, Hezhang County Convention and Exhibition Center.
3. Application Materials: ① Power of Attorney from the Legal Representative (1 original, stamped with the official company seal); ② Photocopies of the Business License and Qualification Certificate (1 copy, stamped with the official company seal).
(2) Submission of Response Documents
1. Submission Deadline: Before 9:00 a.m. on March 16, 2026 (Submissions received after the deadline will be rejected by the purchaser and deemed invalid).

      VII. Campaign Arrangements
1. Election Date: March 16, 2026, 10:00 AM.
2. Campaign Venue: Conference Center, Hezhang County, 12th Floor, Room 1233.
3. Campaign Rules: This campaign will be conducted in accordance with a tendering and bidding process, provided that at least one eligible bidder passes the qualification review.
4. Quoting Method: The respondent’s initial bid shall be based on the submitted “Basic Quotation Form” (respondents will be ranked from lowest to highest according to their initial bid amounts, and the on-site starting bid must not exceed the initial bid of the top-ranked respondent). During the on-site session, multiple rounds of price reductions will be conducted based on the initial bid, with the specific number of bidding rounds to be determined flexibly by the bidding team according to the actual on-site conditions.
5. Contract Award Determination: The bidding team will follow a tendering and bidding approach, adhering to the “price priority” principle and selecting candidates based on their final service fee quotations, ranked from lowest to highest. If the top-ranked candidate voluntarily forfeits their right to contract, the second- and third-ranked candidates will be selected in succession to fill the vacancy. In the event that multiple respondents tie for first place in the on-site quotation ranking, a subsequent round of on-site bidding will be conducted until the final successful bidder is determined.
