    I. Basic Project Information
1. Purchaser: Hezhang Dajiacaiping Scenic Area Tourism Development Co., Ltd.
2. Project Name: Environmental Impact Assessment Services for the Cableway Construction Project at Axi Lixi·Jiucaiping Scenic Area
3. Procurement Scope: Prepare and file the environmental impact assessment for the cableway construction project at the Asilisi·Jiucaiping Scenic Area, in accordance with the purchaser’s requirements.
4. Procurement budget: Not exceeding RMB 32,000.
5. Service Location: Xingfa Township, Hezhang County, Bijie City, Guizhou Province
6. Service Period: Within 1 month from the date the contract is signed and becomes effective.
7. Requirements for Consortium Responses: This tender does not accept responses from consortia, and subcontracting or subletting is not permitted.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations legally registered and established within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code, possessing full capacity to independently assume civil liabilities, and whose business scope includes content related to environmental impact assessments.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and professional technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. There have been no subcontracts or illegal subcontracting activities in the past two years; a commitment letter stamped with the official seal must be provided.
5. No major violations have been recorded in business activities over the past three years; a commitment letter stamped with the official company seal must be provided.
6. If the entity is not listed on the “Credit China” website (www.creditchina.gov.cn) in the “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Acts in Government Procurement,” a query screenshot with the official seal affixed must be provided as proof.
7. Personnel Qualification Requirements: Provide one certificate of Environmental Impact Assessment Engineer.
      III. Relevant Requirements
1. Legal entities, other organizations, or individuals that have a conflict of interest with the purchaser and could thereby compromise the fairness of the procurement shall not participate in the response. Units whose responsible persons are the same or that have controlling or management relationships with each other shall not simultaneously participate in the response to this project.
2. Funding Payment Requirements: 30% of the contract amount shall be paid upon signing the contract. The remaining balance shall be paid after completion of the preparation and filing of the project’s environmental impact assessment. A special value-added tax invoice must be issued in accordance with the purchaser’s requirements.
3. All time references in this election are based on Beijing Time.
      IV. Campaign Information Release
All important information regarding this procurement project, including the tender announcement and the public notice of the successful bid results, will be uniformly published on the official website of Guizhou Axi Lisi Culture and Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All respondents are kindly requested to monitor and check the website themselves; the procuring entity will not provide separate notifications.

      6. Online Registration and Submission of Response Documents
(1) Online Registration
1. Registration period: 9:00 on March 2, 2026, to 17:00 on March 4, 2026.
2. Application Materials: All materials specified under the “Respondent Qualification Requirements” in this announcement.

Note: Respondents who choose to mail their response documents must ensure that they are received by the purchaser no later than 5 March 2026, 17:00. The purchaser reserves the right to reject any late submissions and declare the corresponding bids invalid.
      7. Campaign Arrangements
1. Campaign period: March 6, 2026, 10:00;
2. Campaign location: Conference Center, Hezhang County, 12th Floor, Conference Room 1233;
3. Election Rules: The prerequisite for conducting this election campaign is that the number of eligible respondents who pass the qualification review must be no fewer than three.
4. Quotation Method: Respondents do not need to attend the bidding meeting in person. Instead, respondents must bind the duly completed “Quotation Form” into the “Response Document” (which must be properly sealed according to the requirements). The bidding team will open and review the documents on-site.
5. Deal Confirmation: This election will follow a bidding and tendering procedure, with the election team conducting the process on-site.
The “Response Documents” will be opened, and among the qualified respondents, the shortlisted candidates will be ranked according to their bid amounts, from lowest to highest. In the event of multiple candidates tied for first place, the candidate ranked first will participate in a re-bidding process until the final winning bidder is determined. If the candidate ranked first voluntarily relinquishes their right to win the contract, the second- and third-ranked candidates will step in as substitutes in sequence.
