Announcement Regarding the Public Tender for the Health Massage Services at the Hot Spring Center

Based on business needs, we are now publicly inviting applications from potential partners for the health massage service at our hot spring center. We sincerely invite partners who possess the requisite technical expertise, meet the required qualifications, and enjoy an excellent reputation to participate in this selection process.
      I. Basic Project Information
1. Investor: Guizhou Axi Lixi Hot Spring Tourism Operation & Investment Co., Ltd.
2. Project Name: Health Massage Program at Jiugushui Hot Spring Resort
3. Project Details: Health massage (all rooms in the foot bath area), board games and chess (6 rooms), tea room (1 room, doorplate: Tea Room 5), KTV (3 rooms).
4. Project Location: Jiugushui Hot Spring Resort, Liuquhe Town, Hezhang County, Guizhou Province
5. Profit-sharing ratio for operating income: The total revenue from each project will be divided as follows: the investor receives 15%, and the partner receives 85%.
6. Cooperation Model: Joint Venture Between the Investor and the Partner
7. Operating Security Deposit: A security deposit of 10,000 yuan is required for this project.
8. Term of Cooperation: Three years from the date the contract takes effect.
9. Requirements for Consortium Responses: This project does not accept responses from consortia, and subcontracting or subletting is not permitted.
      II. Qualification Requirements for Respondents
1. Legal entities or other organizations legally registered within the territory of the People’s Republic of China, holding a valid business license with a unified social credit code and possessing full capacity to independently assume civil liabilities.
2. Possess a good record of lawful tax payment; a commitment letter stamped with the official seal must be provided.
3. Possess the equipment and professional technical capabilities necessary to perform the contract; a commitment letter stamped with the official seal must be provided.
4. There have been no subcontracts or illegal subcontracting activities in the past two years; a commitment letter stamped with the official seal must be provided.
5. No major violations have been recorded in business activities over the past three years; a commitment letter stamped with the official company seal must be provided.
6. If the entity is not listed on the “Credit China” website (www.creditchina.gov.cn) in the “Discredited Persons Subject to Enforcement,” “List of Parties Involved in Major Tax Violation Cases,” or “Record List of Serious Illegal and Dishonest Acts in Government Procurement,” a query screenshot with the official seal affixed must be provided as proof.
      III. Relevant Requirements
1. Legal entities, other organizations, or individuals with conflicts of interest that could compromise the fairness of the procurement shall not participate in the response. Units whose responsible persons are the same or that have controlling or management relationships with each other shall not simultaneously participate in responding to this project.
2. Collection Agreement: Revenue funds will be uniformly deposited into a jointly managed account, and both parties will jointly oversee the collection process. Both parties must reconcile and sign off on the daily revenue reports. Before the 5th of each month, the investor shall deduct the corresponding share and distribute the funds according to the agreed-upon proportion.
3. If the partner engages in any of the following business activities, it shall be deemed a breach of contract, and the security deposit will not be refunded:
(1) Unilaterally vacating the site during the contract period;
(2) Privately using a payment QR code not designated by the merchant for collecting payments;
(3) Engaging in business activities such as “yellow, gambling, and drugs” that violate national laws and regulations and have been investigated and dealt with by the relevant authorities;
(4) Subcontracting, transferring, or leasing the aforementioned business activities and premises to third parties.
4. Staffing requirements during the partner’s operation period:
(1) The partner is responsible for all operational expenses within the scope of the contract (excluding utilities, water, and laundry services for linens).
(2) The number of staff assigned to the partner’s operations shall not be less than 12 (including 1 manager, 1 front-desk staff member, 1 server, 1 cleaner, and 8 technicians).
(3) If a dispute arises due to the partner’s failure to pay wages on time or failure to purchase insurance as required, the partner shall handle the matter independently and shall not hold the investor responsible.
(4) The investor is responsible for supervising and inspecting the hygiene, cash handling, and service quality of the partner’s business premises.
5. Procurement of consumables for operations. All procurement costs for supplies and consumables required by the partner shall be borne entirely by the partner. Within 7 days after the contract expires, the partner shall be responsible for independently removing and disposing of the relevant items; otherwise, the investor shall deem such items abandoned and dispose of them at its own discretion.
6. Safety Responsibilities of the Partner: During the operation of the project, if any safety or fire-related accidents occur resulting in injuries or fatalities among employees or tourists, or if the partner is penalized by relevant government authorities, the partner shall bear full legal and financial liability for such incidents. Additionally, if losses are incurred by the investor or third parties due to operational issues on the part of the partner, the partner shall be fully responsible for all compensation.
7. Accommodation and meals for partner company employees: Technician staff from the partner company will be accommodated in the foot bath room on the third floor; other working employees from the partner company will not be provided with accommodation by the investor. If partner company employees wish to dine in the investor’s staff canteen, they shall pay according to the following rates: 154 yuan per person per month paid by the partner company, and 2 yuan per person per day for breakfast and 3 yuan per person per day for lunch and dinner paid by the individual employee.
8. Partners must obtain the relevant licenses and permits based on their business activities before commencing operations, and all their staff members must hold valid health certificates to take up their posts. They must strictly comply with all applicable national laws and regulations when conducting health massage and board game activities. During operation, they must ensure safety, legality, and compliance at all times. Operating hours and all internal rules and regulations shall be implemented in accordance with the management guidelines provided by the investor.
      IV. Campaign Information Release
All important information regarding this project, including the tender announcement and public notice of transaction results, will be uniformly published on the official website of Guizhou Axi Lisi Culture and Tourism Investment (Group) Co., Ltd. (https://www.ahsilisi.cn). All respondents are kindly requested to monitor and check the website themselves; the investor will no longer issue separate notifications.
      V. On-site Registration
1. Registration period: 9:00 on December 26, 2025, to 16:00 on December 28, 2025.
2. Registration Location: Office of the Hot Spring Center, Jiugushui Hot Spring Resort, Hezhang County.
3. Application Materials: All materials specified under the “Respondent Qualification Requirements” in this announcement, along with the original, sealed and intact quotation. Each respondent should download the reference template from the attachment to this announcement and use it accordingly.
Note: Registration will be invalid if you fail to register within the specified time and pass the qualification review.
      VI. Campaign Schedule
1. Campaign period: December 29, 2025, 10:00;
2. Campaign Location: Jiugoushui Hot Spring Resort, Hezhang County (subject to the location notified by the investor).
3. Quotation Method: Each respondent must submit a quotation at a share ratio no higher than 85% of the project’s total operating revenue. The quotation document should be sealed and submitted together with the registration materials.
