We sincerely invite qualified partners with the requisite technical capabilities and sound credit standing to participate. Detailed information on this recruitment is as follows:
      I. Overview of the Resort Area
The Jiugushui Hot Spring Resort is located in Liuquhe Town, Hezhang County, Bijie City, Guizhou Province. Relying on its naturally high-quality hot spring resources, which are rich in various minerals and trace elements, the resort boasts exceptional health and wellness value. The resort features picturesque scenery and well-equipped facilities, integrating hot spring health care, ecological tourism, and leisure entertainment into a single destination. Its clientele extends to neighboring provinces and cities, indicating enormous market potential and promising commercial prospects.
    II. Details of Investment Promotion Projects
The investor for this round of investment promotion is Guizhou Axi Lixi Hot Spring Tourism Operation & Investment Co., Ltd. The investment promotion area is located within the Jiugushui Hot Spring Resort in Liuquhe Town, Hezhang County. A total of four projects are planned for investment promotion, as detailed below:
(1) Quanwei Restaurant Barbecue Project
1. Location: The outdoor terrace of Quan Wei Restaurant, approximately 300 m².
2. Contract term: 2 years.
3. Operating Mode: Contracting—Party B shall be solely responsible for all operating expenses required for its business operations.
4. Risk Control: Party B shall bear all profits and losses incurred during the operation period.
5. Contract Fee (the base quotation shall not be lower than this condition): Paid annually, with an annual fee of no less than 30,000 yuan.
6. Security Deposit: Operating security deposit—RMB 5,000.
Special note: The barbecue restaurant will require initial investment—conservatively estimated between 20,000 and 30,000 yuan—for purchasing barbecue equipment, tables and chairs, as well as canopy tents and other related items.
(2) Health Massage and Board Game Room Project
1. Location: Third floor, Hot Spring Center.
2. Contract term: 3 years.
3. Operating Mode: Contracting—Party B shall be solely responsible for all operating expenses required for its business operations.
4. Risk Control: Party B shall bear all profits and losses incurred during the operation period.
5. Basic contract fees and profit sharing:
Basic contract fee: RMB 90,000 per year, payable annually to Party A.
Profit Sharing (the base quote shall not be lower than these conditions): For health massage and chess & card rooms: If the annual turnover is below 1.5 million yuan, Party A will not participate in the profit sharing; if the turnover exceeds 1.5 million yuan, the portion exceeding that amount will be shared at a rate of no less than 8%.
6. Security Deposit: Operating security deposit—10,000 yuan.
(3) Bookstore Café Project
1. Business Location: Hot Spring Center Bookstore, approximately 100 m².
2. Contract term: 2 years.
3. Operating Mode: Contracting—Party B shall be solely responsible for all operating expenses required for its business operations.
4. Risk Control: Party B shall bear all profits and losses incurred during the operation period.
5. Contract Fee (the base quotation shall not be lower than this condition): Paid annually, with an annual amount no less than 20,000 yuan.
6. Security Deposit: Operating security deposit—RMB 5,000.
Special note: The project requires initial investment; a conservative estimate puts the total investment between 20,000 and 30,000 yuan, which will be used to purchase equipment.
(4) Boutique Store Project
1. Location: Lobby of the hot spring center, approximately 50 m².
2. Contract term: 3 years.
3. Operating Mode: Contracting—Party B shall be solely responsible for all operating expenses required for its business operations.
4. Risk Control: Party B shall bear all profits and losses incurred during the operation period.
5. Contract Fee (the base quotation shall not be lower than this condition): Payment shall be made annually in advance, with an annual amount no less than 20,000 yuan.
6. Security Deposit: Operating security deposit—RMB 5,000.
Special note: This requires upfront investment; a conservative estimate is between 10,000 and 20,000 yuan, to be used for purchasing equipment.
      III. Cooperation Model
(1) Duties of the Investor Attraction Officer
Provide operating premises, basic interior decoration, and supporting facilities such as water and electricity.
(2) Responsibilities of Cooperative Partners
Bear the operational costs, including project investment, staff salaries, material procurement, and marketing promotion, and manage the project independently.
(3) Selling Price
The pricing for products sold to external parties must be jointly determined by both Party A and the seller.
      IV. Qualification Requirements for Partners
(1) Eligibility Requirements: The entity must be an independent legal person or a legally authorized operator with a good credit record, no significant violation history, and must not engage in subcontracts or illegal subcontracting activities.
(2) Business Philosophy: Adhere to the resort’s planning, cooperate in joint marketing efforts, and comply with management regulations.
      V. Registration Notes
1. Time: December 10–12, 2025
2. Materials:
(1) Original copy of the commitment letter for participation in investment promotion negotiations;
(2) Original quotation;
(3) Business license and legal person/personal identification—provide photocopies stamped with the official seal;
(4) The bidder shall have a good record of lawful tax payment and provide a commitment letter stamped with the official seal.
(5) The bidder shall not engage in subcontracting or illegal sub-contracting, and shall provide a commitment letter bearing the official seal.
(6) Not listed on the “Credit China” website (www.creditchina.gov.cn) in the following credit service sections: Query of Discredited Persons Subject to Enforcement, Query of Major Tax Violation Cases, Query of the List of Seriously Dishonest Entities in Government Investment Promotion, and the Chinese Government’s Investment Promotion Platform (www.ccgp.gov.cn): Record List of Serious Dishonest Behaviors in Government Investment Promotion (provide screenshots of the query page webpages).
(7) A letter of commitment, stamped with the official seal, stating that there have been no major violations in business activities over the past three years;
(8) Letter of commitment demonstrating the necessary equipment or professional technical capabilities to perform the contract;
(9) Other documents and materials that the bidder believes should be submitted.
3. Registration Method: Register on-site at Jiugoushui Hot Spring Resort. There is no limit on the number of applicants for each project in this investment promotion, and bids must not be lower than the minimum price specified in this announcement.
4. Notes: Partners may choose one or more of the above-mentioned cooperation projects to apply for. The application materials must be stamped with the bidder’s official seal and securely sealed. Our organization reserves the right to reject any applications that fail to meet the sealing requirements.
